ESTS4000PH6 Facilities to support DDG Combat System Enhancement- Notice of potential upcoming procurement

The Department of Defence intends to procure a Head Contractor package of works under the Defence Head Contract HC‑GMP for the Hobart Class Destroyer Combat System Enhancement Capability Project, known as ESTS4000PH6. The project will deliver new infrastructure and capital build facilities to support the DDG combat system upgrade, including extensive modifications and expansions of existing training facilities, the construction of a new two‑story training wing, and comprehensive civil and landscaping works at the Navy Training Systems Centre, Randwick Barracks, NSW. Additional works will provide working accommodation at Defence Plaza Sydney through modifications to existing office fit‑outs and associated services, while all current training buildings and adjoining offices will remain operational throughout the construction period.

The tender process will begin with an Invitation to Register Interest in late June 2026, followed by a Request for Tender in the third quarter of 2026 for shortlisted applicants. Successful contractors will be expected to commence construction in the second quarter of 2027 and complete the works by the third quarter of 2029, ensuring seamless integration with ongoing operational activities. All works shall comply with Defence Construction Technical Standards and applicable NSW building regulations.

The Project will deliver new infrastructure and capital build facilities in the form of modified and expanded training facilities and working accommodation including:

Construction of new and refurbished training facilities at Navy Training Systems Centre – Randwick Barracks, NSW.

• Modifications to existing buildings 

• Modifications and improvements to existing site services infrastructure

• Construction of a new two story training wing.

• Civil and landscaping works  

• Existing training buildings will be operational throughout the project 

Provision of working accommodation at Defence Plaza Sydney

• Modifications to existing office fitout (one level) to accommodate additional staffing, including modifications to existing services.

• Existing adjacent offices will be operational throught the project

The Invitation to Register Interest (ITR), will be the first stage of a two-staged selection process. ITR is expected to be released on approx. 29 June 2026.

The second stage of the selection process will be a Request for Tender (RFT) which will be issued to Applicants that have been successfully shortlisted through an ITR Interest process. Further details in relation to the subsequent Stage 2 RFT will be provided to the short listed Applicants which is expected to be released in Q3 2026.
