Further development of the sustainable district heating systems in Upper Nitra region (2026CE160AT046)

The tender concerns the procurement of technical assistance services aimed at advancing the sustainable development of district heating systems in the Upper Nitra region. The contracting authority seeks an expert partner to support regional and local authorities, district heating suppliers, and other stakeholders in identifying opportunities, formulating detailed action plans, and guiding the implementation of improvements to existing district heating networks. This support is intended to promote the transition towards climate‑neutral energy provision and to strengthen the socio‑economic resilience of the most affected communities within the region.

The expected activities include comprehensive needs assessments, strategic planning workshops, feasibility studies for renewable energy integration, and the development of implementation roadmaps that align with the legal framework of the Revised Renewable Energy Directive (EU) 2023/2413 and the Energy Efficiency Directive (EU) 2023/1791. The contractor will collaborate closely with experts from the JASPERS Initiative of the European Investment Bank, operating under the supervision of the European Commission’s Directorate‑General for Regional and Urban Policy. Deliverables will support long‑term outcomes such as a just transition, climate neutrality, and the mitigation of transition impacts, contingent upon the acceptance and enforcement of the proposed action plans by local participants.

All deliverables and technical work conducted under this contract must conform to the provisions of the Renewable Energy Directive (EU) 2018/2001 and the Energy Efficiency Directive (EU) 2023/1791.

Inter-institutional single framework contract to support the monitoring of LIFE projects, communication and other support services for the implementation of the LIFE programme

The contract calls for a comprehensive support framework centred on the European Union’s LIFE programme, a flagship environmental initiative that finances actions for nature conservation, climate change mitigation and air and water protection across Europe. CINEA and DG ENV need external partners to provide sustained monitoring, communication, and ancillary services that enable the successful implementation and visibility of LIFE projects. The focus remains on ensuring that the funding is effectively tracked, the benefits are clearly communicated to stakeholders, and opportunities for policy feedback and commercial application are identified and supported.

To this end the procuring authorities seek an external team capable of monitoring roughly one thousand LIFE action and operating grants spread across a wide array of thematic areas and geographical locations. The monitors must bring specialised knowledge of the relevant national or local contexts and languages, and be able to provide deliberative support where issues arise. In parallel, the tender requires robust communication activities: producing social media outreach, newsletters, and publications; organising Info Days, the LIFE Awards, and other outreach events; participating in third‑party events; and delivering policy feedback studies and in‑person or online activities as requested by the principal DGs (ENV, CLIMA, ENER). The scope also includes annual Welcome Meetings for new projects and support aimed at facilitating the commercial success of LIFE‑funded initiatives.

The activities will primarily be carried out within the EU and in associated third countries, with fewer than ten visits to overseas territories during the framework contract. All work must be performed in accordance with EU procurement rules and GDPR‑compliant data handling practices.
