Tender Procedure concerning the supply of Big Boxes, Lids and Feet

The procurement concerns the supply of Big Boxes, Lids, and Feet to support Dansk Retursystem A/S’s collection of compacted beverage packaging composed exclusively of aluminium cans and one‑way plastic bottles. The contract, spanning from 1 January 2027 to 31 December 2030, requires a guaranteed total of 20 000 Big Boxes and 60 000 Lids, delivered in separate orders and successive deliveries in accordance with the draft contract. An initial order of 5 000 Boxes and 15 000 Lids is to be placed for delivery starting in March/April 2027. Additional deliveries may be ordered under separate options for more Big Boxes, Lids, or for separate Feet.

Deliveries must be forwarded to one of the three addresses in Denmark: Bundgårdsvej 6, 7000 Fredericia; Jellingvej 16, 9230 Svenstrup; or Bredebjergvej 10, 2630 Taastrup. The buyer may place additional orders on the final day of the contract term, and the supply must be compatible with the existing transport equipment used for collection vehicles, enabling efficient stacking of the Big Boxes. The tendering process includes requirements for exclusion compliance and may request supporting technical and professional documentation, with translations provided as needed. All supplied goods must be stackable by the supplier’s existing transport equipment.

DRS is obligated to collect deposited Beverage Packaging from Customers having subscribed with DRS. DRS uses the Big Boxes for collection at the individual Customers of intact compacted Beverage Packaging’ consisting exclusively of compacted aluminium cans and compacted one-way plastic bottles. The Beverage Packaging’ are collected from the Customers in the Big Boxes, which are placed either directly on the floor in the bottle room or in other back premises, including outdoor, before collection. DRS uses other types of transport equipment for the collection of Beverage Packaging. It is thus important that it is possible to stack the Big Boxes by using DRS’s existing transport equipment. The Contract will be carried out in period 1 January 2027 – 31 December 2030. DRS may place an order on the final day of the Contract Term, to be delivered in accordance with the Contract. DRS guarantees ordering a total of 20,000 Big Boxes and 60,000 Lids during the Contract Term. The guaranteed quantity may be divided into separate orders and successive deliveries in accordance with the draft Contract. Delivery must be made to one of the following addresses: - Bundgårdsvej 6, 7000 Fredericia, Denmark - Jellingvej 16, 9230 Svenstrup, Denmark - Bredebjergvej 10, 2630 Taastrup, Denmark. Upon conclusion of the Contract, DRS will place an initial order for 5,000 Big Boxes and 15,000 Lids for successive delivery commencing in March/April 2027. DRS have options for delivery of additional Big Boxes and Lids (Option 1) and Seperate Feet (Option 2).
Additional information: Prior to DRS’ notification of the award of the Contract, the Tenderer to whom DRS intends to award the Contract will be asked to provide supporting documentation for the information contained in the ESPD. As proof that they are not subject to grounds for exclusion, a Tenderer established in Denmark may use a Service Certificate (Service attest) from the Danish Business Authority (Erhvervsstyrelsen) containing the relevant information. For a tenderer not established in Denmark, please refer to Section 153 of the Public Procurement Act and the European Commission’s eCertis information system: https://ec.europa.eu/tools/ecertis/ Documentation relating to grounds for exclusion must not have been issued more than six months prior to the expiry of the tender deadline. As evidence of their economic and financial standing, a Tenderer may submit annual accounts or extracts therefrom. If this is not possible, or if the relevant information is not apparent therefrom, the Tenderer may submit relevant statements from an auditor or equivalent, as well as any other document which DRS deems appropriate. The Tenderer is not required to submit documentation of its technical and professional capacity; however, DRS may request such documentation. DRS may request a tenderer to enclose translations of the documentation if the documents in question are not available in Danish or English. At the same time DRS will ask the Tenderers to submit a declaration regarding Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilizing the situation in Ukraine, pursuant to which DRS may not award a Contract to the following: - Russian nationals, natural persons resident in Russia, or legal persons, entities or bodies established in Russia, - legal persons, entities or bodies in which an entity covered by point (a) directly or indirectly holds more than 50 %, or - natural or legal persons, entities or bodies acting on behalf of or on the instructions of an entity referred to in point (a) or (b), including, where they account for more than 10 per cent of the value of the Contract, subcontractors, suppliers or entities whose capacity is utilized, as set out in Part II.C of the ESPD. Tenderers are advised to use Annex 4, which forms part of the Tender documentation. The tenderer must maintain its tender for 3 months from the expiry of the tender deadline. If the contracting authority receives a complaint in connection with the tender, the expiry of the commitment period shall be temporarily suspended for the period during which the complaint has suspensive effect. Tenderers shall be released from their commitment at the end of the commitment period, upon notification by the contracting authority of the cancellation of the tender procedure, or at the time the contracting authority publishes a notice of the conclusion of the contract (but not upon the contracting authority’s notification of the award of the contract).
