Charter Flights – Small Business Aircraft 2027
The procurement concerns a centralised framework agreement for the provision of charter flight services using small business aircraft, to be operated principally from Helsinki‑Vantaa Airport and, to a lesser extent, Tampere‑Pirkkala Airport and other Finnish airports. The services will support a diverse range of business travel, medical evacuation and multiple‑destination missions within Europe and the Middle East, with most flights round‑trip and a passenger capacity typically ranging from two to eighteen per flight. The agreement is intended to replace the 2021‑2025 framework that served over a hundred charter missions, and will accommodate varying flight volumes that may fluctuate according to international travel conditions and the specific needs of the entity’s authorised users.
The contract is established for an initial term of one year and nine months, with the possibility for one additional one‑year option period. Orders may be issued throughout the agreement term, but after termination new orders will not be possible and any scheduled flights must be executed within three months of expiration, with the service contract still governed by the agreed terms. All charter flights and aircraft operated under this framework shall meet the mandatory legislation of the European Union and the applicable Finnish laws, decrees and regulatory directives, and shall adhere strictly to the safety and operational standards set forth by Finnish authorities.
