PreCommercial Procurement of Research & Development services on the security domain (SHIELD PCP)
The call to tender concerns the PreCommercial Procurement of Research and Development services in the security sector, known as SHIELD PCP. It is a cross‑border initiative collocated by the French, Spanish, Slovak and French railway ministries, designed to foster innovative solutions that enhance the protection of public spaces and crowd management for law‑enforcement agencies. The programme seeks research services that will produce market‑ready products or capabilities with a Technology Readiness Level of 7–8.
Responders will be expected to design, prototype, integrate and validate solutions through a three‑phase framework agreement. The first phase will focus on detailed solution design based on agreed scenarios, the second on prototype development and system integration, and the third on operational validation in real‑world environments. Delivery is anchored in the European Union, with at least 70 % of all research, development, testing, certification, and operational activities carried out by principal staff and subcontractors located in EU Member States or Horizon Europe‑associated countries.
All proposals must produce fully tested, innovative products or services that meet the shared needs of the public buyers, enable seamless coordination across stakeholders, and incorporate the stated 70 % place‑of‑performance requirement.
