The Contracting entity seeks to procure **EMT Field Hospitals**. The tender concerns the establishment of framework agreements for the procurement of substation control system hardware and associated services for TenneT TSO GmbH’s high‑voltage and extra‑high‑voltage substations. The procurement focuses on Intelligent Electronic Devices, field control units, bay and station control units, interface devices, and ancillary equipment that provide control, monitoring, signalling, and automation functions within substations. These components are meant to be called off as needed for new installations, refurbishments, and replacements, while a parallel service contract will cover maintenance, corrective and preventive actions, and embedded software updates.

The framework is split into two lots to secure supply continuity, operational resilience, and redundancy across the transmission grid. The devices must support the IEC 60870‑5‑104 communication protocol, integrate seamlessly into existing station control concepts, and meet all applicable technical standards. Only equipment complying with TenneT’s operational technology security requirements, including ISO 27001 certification, will be eligible for consideration.
