Dynamic Purchasing System for Plant Hire

The contracting entity seeks to establish a Dynamic Purchasing System (DPS) for Plant Hire. This DPS will facilitate the ongoing procurement of plant equipment through individual contracts awarded as needs arise. The system is structured into three Lots: Lot 1, likely encompassing general plant hire; Lot 2, potentially focusing on more specialized plant hire; and Lot 3, which includes the option to utilize the Public Works Term Maintenance and Refurbishment Contract (TMRC) (PW-CF11), suggesting a potential focus on maintenance or refurbishment projects requiring plant equipment.

The contract award criteria for this DPS prioritize both Price and Quality. The weighting assigned to Price will range from 60% to 100%, while Quality will be evaluated with a weighting between 0% and 40%. This approach emphasizes the selection of suppliers who offer a balance of competitive pricing and high-quality service.

Lot 3 uniquely allows for the creation of a substitution list for Requests for Tender (RFTs). This provision enables the consideration of alternative suppliers should the initially selected supplier become unavailable, ensuring project continuity and flexibility within the DPS framework.

This Dynamic Purchasing System for Plant Hire has been transitioned to the new eTenders platform https://www.etenders.gov.ie with the Resource ID 4211102. Additionally, the following updates to the Request for Tender (RFT) process have also been incorporated and will take effect no earlier than the 7th October 2024: • Lot 1 Contract Award Criteria has been amended from 100% Total Cost to facilitate inclusion of Price/Quality where Price may range from 60% - 100%, and Quality may range from 0% - 40%. • Lot 2 Contract Award Criteria has been amended from 90% Total Cost and 10% Project Methodology to facilitate inclusion of Price/Quality, where Price may range from 60% - 100%, and Quality may range from 0% - 40%. • Lot 3 Contract Award Criteria has been amended from 90% Total Cost and 10% Project Methodology to facilitate inclusion of Price/Quality, where Price may range from 60% - 100%, and Quality may range from 0% - 40%. • Inclusion of the Public Works Term Maintenance and Refurbishment Contract (TMRC) (PW-CF11) in Lot 3 as a Contract option. • Inclusion of the option to establish a substitution list for a Request for Tender (RFT) under Lot 3 when executed using the Public Works Term Maintenance and Refurbishment Contract (TMRC) (PW-CF11).
