Technical Assistance to Support the Project Management Unit for the Aqaba–Amman Water Desalination and Conveyance Project (AAWDCP)
The procurement concerns the provision of technical assistance to the National Conveyor Project Management Unit, which is responsible for the management and supervision of the Aqaba–Amman Water Desalination and Conveyance Project during its construction, commissioning, and subsequent 26‑year operational phase under a BOT arrangement. The contractual work involves embedding a multidisciplinary team of experts within the unit to deliver daily advisory support that focuses on strengthening institutional capacities, enhancing project management procedures, and coordinating stakeholders, including the Ministry of Water and Irrigation and other project actors.
Key deliverables comprise the development of standard operating procedures, manuals, workflows, and risk registers, as well as the design and execution of on‑the‑job training, mentoring, and planning, budgeting, monitoring, and reporting support. The assistance also covers the facilitation of coordination mechanisms such as the AAWDCP task force, preparation of institutional frameworks and staffing structures for long‑term oversight, organization of study visits, and consolidation of essential project and donor documentation. The support is consistent with the overall technical governance provided by independent engineers and other advisors across financial, legal, PPP, environmental, social, and document‑management domains.
The technical assistance must adhere to the regulative framework set forth by the European Commission acting for Jordan and comply with all recognized standards for project management and institutional development.
