Call for Tenders for the selection of Artificial Intelligence Gigafactory Consortia and the establishment of AI Gigafactories
The Call for Tenders aims to identify and contract consortium partners that will design, build, and operate Artificial Intelligence Gigafactories (AIGFs) under a multi‑sourcing framework. For medium‑scale operations, the contract will award up to four consortia, while the large‑scale segment will commission three consortia, each responsible for providing high‑performance AI compute services that cover the full lifecycle of training, optimizing, and deploying very large AI models. The European High‑Performance Computing Joint Undertaking will secure a guaranteed share of compute‑access time through a separate Framework Contract with each successful consortium, followed by a series of specific agreements that formalize the acquisition of that access.
Each consortium will deliver a state‑of‑the‑art facility that integrates AI‑optimised supercomputing capacity, high‑capacity storage, low‑latency networking, dedicated secure cloud user environments, and specialised AI‑support services, all underpinned by an environmentally sustainable infrastructure for energy and water management. The procurement remains a transparent, for‑examples evaluation by EuroHPC JU, with the Governing Board ultimately ranking consortia based on technical merit and commercial terms. All participation requires notification of any foreign financial contributions exceeding 125 million EUR in accordance with EU subsidies regulations, and procurement documents will specify the precise location and contractual terms for each gigafactory. All facilities must meet current EU energy efficiency and data‑centre standards.
