Technical Assistance Team for the Safe Seas Africa and Red Sea/Horn of Africa Programme
The European Commission, through its International Partnerships arm, is procuring a Technical Assistance Team to support the Safe Seas Africa and the Red Sea/Horn of Africa maritime security programmes. The engagement will provide high‑level advisory, planning, coordination, monitoring, reporting and communication services that enable the effective, coherent and visible implementation of the two EU‑funded regional maritime security operations. The team will design and manage joint planning and information sharing mechanisms, establish a results‑based monitoring system, and produce timely and comprehensive reporting for programme partners and stakeholders.
The contract underscores four key pillars of support: (1) strengthening inter‑partner coordination and coherence at both national and regional levels, (2) reinforcing ownership and accountability of programme activities through structured engagement mechanisms, (3) improving information flow and partnership resilience between national actors, the Regional Coordination Operations Centre and the Regional Maritime Information Fusion Centre, and (4) aligning programme actions with wider EU policies and initiatives while identifying and operationalising synergies with other EU interventions. The team will also contribute to audit, evaluation and visibility requirements, facilitate knowledge capitalisation and share lessons learnt through the designated knowledge sharing platform.
All services shall be delivered in accordance with EU procurement and information security standards and shall utilise the agreed knowledge sharing platform for capitalization and dissemination.
