Technical Assistance to the Project Management Unit of the Ministry of Environment and Physical Planning

The Ministry of Environment and Physical Planning of the Republic of North Macedonia is seeking a specialist consultancy to provide technical assistance to its Project Management Unit (PMU) that oversees the national “Municipal Water Infrastructure North Macedonia” programme. This programme, financed through a loan from the European Investment Bank, aims to construct and rehabilitate water supply and sewerage networks, build drinking water and wastewater treatment facilities, and establish flood protection systems throughout the country’s 80 municipalities.

The consultant will support the PMU and the Project Implementation Unit in preparing and executing the sub‑projects that have been running since 2023, ensuring that all activities meet legal, technical, and procedural requirements. Deliverables will include high‑quality project preparation outputs, implementation guidance, and comprehensive capacity‑building for both the PMU and PIU staff, enabling efficient project delivery within the stipulated timelines and budget.

The engagement requires strict adherence to national regulations, EU directives, and European Investment Bank procurement standards.

In 2022, a Financial Agreement was signed between the EIB and the Ministry of Finance of Republic of North Macedonia for the implementation of the project “MUNICIPAL WATER INFRASTRUCTURE NORTH MACEDONIA” for the construction and rehabilitation of water supply and sewerage systems, construction of drinking water and wastewater treatment plants, and construction of flood protection systems in the entire territory of NMK. The value of the loan from EIB is 50 MEUR. The project for the improvement of municipal water infrastructure in NMK is ongoing, and implemented by the Ministry of Environment and Physical Planning (MoEPP), with all 80 municipalities in NMK serving as the final beneficiaries. MoEPP has established a Project Management Unit (PMU) consisting of staff employed by the Ministry. The PMU has a role of managing the performance of the Project Implementation Unit (PIU), which has been established to carry out the preparation and implementation of projects. Preparation and implementation of sub-projects has been ongoing since 2023. The Consultant is expected to provide technical assistance to the MoEPP with regard to project preparation and project implementation.

The following results shall be achieved by the Consultant: • High-quality outputs related to project preparation, ensuring compliance with the national, EU and EIB requirements and standards; • High-quality outputs related to project implementation, ensuring compliance with the national, EU and EIB requirements and standards; • Capacity building of the PMU and PIU, with the objective of ensuring the preparation and implementation of the project on time, within budget, and of good quality, gaining experience with EU and IFI financing, as well as experience with proficient managerial, engineering and procurement practices.
