Deadline:

AI Summary

The Norwegian Health Network SF (Norsk Helsenett SF) seeks to establish a framework agreement for consultancy services that support its national e‑health initiatives and public procurement activities. The contracting authority, a government company owned by the Ministry of Health and Care Services, will use the framework to support the development, administration and operation of e‑health systems such as e‑prescription, helsenorge.no, Core Journal and basic data, as well as ICT, procurement and archival services for health‑management entities. The agreement will enable the contracting authority, and optionally other participating health‑management organizations, to obtain professional advice and implementation services across four distinct procurement sub‑areas: operative implementation of procurement processes, security‑graded procurement implementation, sustainable procurement consultancy, and strategic procurement development.

The framework will designate up to three tenderers per sub‑area, allowing for flexible engagement throughout the contractual period. Eligible partner entities—including the Norwegian Directorate of Health, Institute of Public Health, Directorate of Medical Products, and several other national health agencies—may join the agreement to benefit from the pooled expertise. All services provided under this framework must adhere to Norwegian public procurement regulations and align with the contracting authority’s established e‑health system standards.
