The Dynamic Purchasing System – DIO – is an arrangement set up by Arendal municipality to streamline the procurement of contractor services, machines and equipment needed to support municipal work teams when internal capacity is insufficient. The system allows qualified providers to supply a range of professionals, machinery, and support services that can be deployed flexibly across different municipal assignments, ensuring that the municipality can respond quickly to emerging needs.

Contractors will be expected to supplement and, where necessary, assist municipal crews on a variety of projects. These tasks can range from single‑operator jobs with accompanying vehicles to large multi‑layer projects that require extensive machines and coordinated crews. The scope of work includes road, water, and sewage construction carried out alongside the municipality’s own site layers; hiring of machines with or without drivers; provision of skilled operators for municipal equipment; execution of drilling and blasting; as well as the delivery of other relevant machinery and equipment. In addition to large‑scale assignments, contractors may be called upon for minor groundwork, site preparation, sprinkler and drainage work, simple ground surveys, excavation assistance, roadside and ditch purification, and other independent jobs that arise during construction projects.

All services, personnel and equipment supplied under the DIO must be capable of rapid deployment, fully adapted to the specific requirements of each municipal assignment, and comply with Norwegian safety and environmental standards.

This agreement is a dynamic purchasing system (DIO) that makes it easier to provide contractor services, machines and equipment as needed. The main aim is that Arendal municipality can easily secure the correct competence and machines/equipment that can supplement municipal work teams when their own capacity is not sufficient. The offered services and equipment shall be adapted to municipal assignments. The assignments can vary in scope - from minor assignments carried out by a operator with the accompanying vehicles, to larger projects that require several work layers and extensive machines. Tenderers shall mainly supplement and possibly assist the municipal work teams when their own capacity is insufficient. It is therefore important that the offered services/materials are adapted to the municipal assignments, both in the form of competence, material and the ability to set up when the need is present. The work outsourced to the competition in the scheme will be of both a larger and smaller extent. This means that some assignments can be carried out by a single operator with the accompanying vehicles and others will require larger work teams and machines. The delivery includes, among other things: - Execution of road, water and sewage work in cooperation with Arendal municipality ́s own site layer. - Hire of machines with drivers that are part of one of the municipality ́s work teams. - Hire of machines without drivers. - Hire of skilled workers/operators for the operation of municipal machines or vehicles. - Hire of skilled workers for the execution of manual work. - Execution of drilling and blasting work. - Hire of other machines and equipment. - Independent assignments Minor ground work in connection with the construction project and site work. - W&S work (e.g. sprinkler jobs), ditches, cables and drainage - Simple ground surveys and assistance with excavation work in connection with. major ground surveys of technical consultants - Purification of roadsides and ditches (in to residences) - Option to establish a framework agreement for up to one year within the scheme for regular acute needs; for example blasting work and extra resources/crew.
