Description
Telemark Innkjøpssamarbeid (TIS) is a joint procurement unit for the municipalities: Kviteseid, Nissedal, Nome, Midt-Telemark, Seljord, Vinje and Tokke. Telemark Innkjøpssamarbeid (TIS) intends to establish a dynamic procurement scheme for the procurement and leasing of new and used passenger cars and goods vans under 3.5 tonnes as well as minibuses with up to 17 seats, both fossil, hybrid, electric, hydrogen, gas, etc. The contracting authority would like the future vehicle fleet to be considerably more climate-friendly and environmentally friendly and therefore focus on purchasing and leasing vehicles that are fossil free as long as such vehicles fulfil decisive transport needs. Increasingly more focus on circular economy means that municipalities will increasingly consider buying or leasing used vehicles rather than new ones, but it is up to each individual municipality how they will handle this. The contracting authority would like a dynamic purchasing system for future procurements of a number of different types of vehicles. The vehicles that will be procured are primarily, but not limited to: *Private car * Multi-purpose vehicle (up to 9 seats) * Goods vans (all types including pick-up) * Minibuses (up to 17 seats) The scheme shall include the following options: *Service agreements * Repairs and the accompanying parts beyond the warranty period * Tyre hotel, tyres and tyre replacement * Loan vehicles/hired cars * Collection and delivery of vehicles in connection with service, repairs etc. * Other accompanying services The tenderer, who would like admission in the scheme, shall also be able to offer a service contract, repairs with the accompanying parts beyond the guarantee period, tyre hotel, tyres, tyre replacement, loan vehicle/hire vehicle, collection/delivery and other associated services. The dynamic purchasing system is divided into seven geographical zones (see the tender documentation). Tenderers can apply for qualification (Stage 1) in one or more geographical zones as long as the qualification requirements are fulfilled. Tenderers are required to have the delivery of vehicles and workshops in the geographical zone for admission to a geographical zone. Only qualified tenderers will have access to published competitions (Stage 2). Tenderers who are qualified will be sent notification in Artifik (to a stated e-mail address) each time the Customer publishes a competition within the geographical zone in which the Tenderer is qualified. Tenderers can then choose to submit a tender in the relevant competition, or choose to abstain. The contracting authority intends to use the geographical zone that is most appropriate for travel time, but can at any time during the contract period, choose which geographical zone the vehicle would like to purchase or lease in.
