The Department of Public Works and Highways – Region IV‑B is seeking qualified consulting firms to conduct a comprehensive sub‑soil investigation for the rehabilitation or reconstruction of a 1.365‑kilometre section of secondary roads along the Mogpog‑Balanacan Port Road in Marinduque, where the corridor has experienced slips, slope collapse and landslide. The engagement will require the identification and detailed characterisation of subsurface soil conditions, including soil type, strength, drainage properties and potential geotechnical hazards, to inform the design and execution of a safer, more durable road alignment.

Contracted consultants must assemble a capable project team, ideally led by a professional holding a Master’s or Doctoral degree, and demonstrate prior experience with similar DPWH road projects. Deliverables will include geotechnical reports, subsurface mapping, recommendations for ground improvement or cut‑fill stabilization, and a coordination plan with the civil engineering design team. The scope of work must be completed within 46 calendar days from contract award, with the firm maintaining a record of current workload to assure capacity for on‑time delivery. The investigation shall meet Philippine engineering standards for subsurface soil assessment.

1. The Department of Public Works and Highways, through the Sub-Allotment Advice No. SR-2025-02-004895 FY 2025, intends to apply the sums of Php 3,406,403.10 inclusive of 5% contingency being the Approved Budget for the Contract (ABC) to payments of the contract stated above.
Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals.

Shortlisting documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 9:00 AM on May 29, 2026 at the DPWH MIMAROPA Region IV-B BAC/Executive Lounge, EDSA, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. A complete set of Bidding Documents may be acquired by interested Bidders on May 29, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (Php 5,000.00).

The Terms of Reference (TOR), Request for Expression of Interest (REI) and Eligibility Forms are now available at DPWH and PhilGEPS websites. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
4. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) eligible bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

Experience of the Firm - 60 pts.
Availability of Required Personnel of the Firm - 10 pts.
Workload - 30 pts.
Total - 100 pts.


5. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

6. Prospective Bidders must indicate the amount of any of the consulting services listed below for projects undertaken by the firm (DPWH-CONSL-06(TPF2A)-2016: TECHNICAL ASPECTS: EXPERIENCE ON COMPLETED PROJECTS, GOVERNMENT AND PRIVATE) and of the proposed Team Leader/Project Manager (Curriculum Vitae) on the Eligibility Screening Forms.

6.1 Team Leader/Personnel with relevant Master’s Degree or Doctoral Degree is an advantage.

7. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Cost-Based Evaluation (QCBE) procedure. The minimum passing score for the evaluation of the Technical Proposal is eighty percent (80%). The Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty-five percent (35%), respectively. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders (ITB).

8. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

9. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.

10. The contract shall be completed within 46 Calendar Days.

11. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

12. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

13. The DPWH MIMAROPA Region IV-B reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
