REQUEST FOR EXPRESSION OF INTEREST FOR
Sub-Surface Exploration thru Calyx Drilling and Laboratory Works for Construction of Five (5) Slope Protection Projects in Zamboanga del Sur Region 9
1)The Department of Public Works and Highways Regional Office IX, through the GoPGAA 2025 intends to apply the sum of Php3,367,105.44 being the Approved Budget for theContract (ABC) to payments under the contract for 25CSJ008 - Sub-Surface Explorationthru Calyx Drilling and Laboratory Works for Construction of Five (5) Slope ProtectionProjects in Zamboanga del Sur Region 9. Bids received in excess of the ABC shall beautomatically rejected at the opening of the financial proposals.
2)The Department of Public Works and Highways Regional Office IX now calls for thesubmission of short-listing documents for Sub-Surface Exploration thru Calyx Drillingand Laboratory Works for Construction of Five (5) Slope Protection Projects inZamboanga del Sur Region 9 using the Use of Framework Agreement. Short-listingdocuments of interested consultants must be duly received by the Bids and AwardsCommittee (BAC) Secretariat on or before June 3, 2026 at 10:00AM at Department ofPublic Works and Highways - Regional Office IX, Procurement Unit, VeteransAvenue Extension Tetuan, Zamboanga City. Applications for eligibility will be evaluatedbased on a non-discretionary “pass/fail” criterion.
3)Interested bidders may obtain further information from Department of Public Works andHighways - Regional Office IX, Procurement Unit, Veterans Avenue ExtensionTetuan, Zamboanga City and inspect the Bidding Documents at the address given belowfrom 8:00 AM to 5:00 PM.
4)A complete set of Bidding Documents may be acquired by interested Bidders on May 27,2026 from the given address below and upon payment of the applicable fee for the BiddingDocuments, pursuant to the latest Guidelines issued by the GPPB, in the amount ofPhp5,000.00.
It may also be downloaded free of charge from the website of the Philippine GovernmentElectronic Procurement System (PhilGEPS) and the website of the Procuring Entity,provided that Bidders shall pay the applicable fee for the Bidding Documents not later thanthe submission of their bids.
5)The BAC shall draw up the short-list of consultants from those who have submittedExpression of Interest, including the short-listing documents, and have been determined aseligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise knownas the “New Government Procurement Act”, and its Implementing Rules and Regulations(IRR). The short-list shall consist of five (5) who will be entitled to submit bids manuallysubmission. The criteria and rating system for short-listing are:
Experience of the Firm-60 pts.
Availability of Required Personnel of the Firm-10 pts.
Workload-30 pts.
On-going Contracts-20pts.
Financial Capacity-10pts.

Total-100 pts.
6)Bidding will be conducted through competitive selection using non-discretionary “pass/fail”criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnershipsor organizations with at least sixty percent (60%) interest or outstanding capital stockbelonging to citizens of the Philippines.
7)The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using theQuality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical andFinancial Proposals shall have weights of seventy percent (70%) and thirty percent(30%), respectively. The criteria and rating system for the evaluation of bids shall beprovided in the Instructions to Bidders.
8)Short-Listing Documents must be received by the Procuring Entity’s BAC at the addressindicated in the Request for Expression of Interest or through online submission on orbefore the date and time indicated in the SDS.
9)The contract shall be completed within 66 Calendar Days.
10)All Bids must be accompanied by a bid security in any of the acceptable forms and in theamount stated in ITB Clause 16.
11)The certification as to the current workload relative to capacity shall be made inaccordance with the Instructions to Bidders in relation to TPF 5 therein.
12)The Department of Public Works and Highways Regional Office IX reserves the rightto reject any and all bids, declare a failure of bidding, or not award the contract at any timeprior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, withoutthereby incurring any liability to the affected bidder or bidders.
