The objectives of this consultancy are outlined as follows:
The general objective of the consulting services is to undertake the Structural Assessment and Detailed Engineering Design for Atugan Bridge (B01249MN) along Sayre Highway in Region X, supported by detailed bridge inspection, field verification, structural evaluation tests, Load Rating, and other engineering assessments necessary for the project. The consulting services shall determine the bridge’s actual condition, remaining load-carrying capacity, serviceability, durability, safety-related concerns, and critical deficiencies. The findings shall be used to identify the most appropriate bridge intervention, whether through retrofitting, strengthening, repair, protection, or other suitable improvement works. The final output shall be a complete, technically justified, cost-supported, and implementable Detailed Engineering Design Package for DPWH review, decision-making, budgeting, procurement planning, and implementation. The package shall include the Detailed Engineering Design Plans, supporting technical reports, design calculations, technical specifications, Quantity Take-Off, supporting quantity computations, cost basis and supporting documents, detailed cost estimate prepared through the Program of Works and Detailed Unit Price Analysis using applicable DPWH-prescribed formats, and other required documents. The consulting services shall support the restoration or improvement of the bridge’s structural safety, serviceability, durability, and continued functionality as a vital transport link along Sayre Highway. 2.2 Specific Objectives The specific objectives of the consulting services are to: 1. Collect, consolidate, review, and validate available bridge information, including Bridge Management System records, previous inspection reports, available plans, maintenance records, survey data, traffic data, and other relevant technical records, as reference and initial basis for the assessment. 2. Conduct detailed bridge inspection, field verification, and bridge site survey to establish the actual bridge condition, bridge geometry, visible defects, accessibility, approach conditions, drainage, surrounding site conditions, and other factors affecting the proposed bridge intervention. 3. Conduct structural evaluation tests to determine the current physical and material condition of the bridge, including concrete quality, material strength, reinforcement location, concrete cover, deterioration, and other parameters necessary for Structural Assessment, Load Rating, and Detailed Engineering Design. 4. Perform Structural Assessment and Load Rating to determine the bridge’s remaining load-carrying capacity, structural performance, serviceability, durability, safety-related concerns, and suitability for continued use, restricted use, strengthening, retrofitting, repair, protection, or other improvement works. 5. Identify the bridge’s major deficiencies and concerns based on verified site conditions, detailed bridge inspection findings, structural evaluation test results, Structural Assessment, and Load Rating, including structural, material, serviceability, durability, safety, foundation, hydraulic, traffic-related, and site-related issues that may affect its continued operation. 6. Assess supporting technical factors affecting the proposed bridge intervention, including engineering geological and geohazard conditions, geotechnical and foundation conditions, hydrologic and hydraulic performance, scour risk, traffic loading, construction staging, right-of-way and tenurial concerns, and environmental and social constraints. 7. Develop and compare feasible retrofitting, strengthening, repair, protection, or improvement options based on structural safety, serviceability, durability, remaining service life, constructability, traffic management requirements, environmental and social impacts, implementation risks, maintenance requirements, cost considerations, and overall technical feasibility. 8. Recommend the most appropriate bridge intervention for DPWH review and approval, supported by verified findings, engineering analysis, cost considerations, implementation requirements, and identified risks or constraints. 9. Prepare the complete Detailed Engineering Design Package for the approved bridge intervention, including Detailed Engineering Design Plans, design calculations, technical specifications, construction methodology, construction staging, temporary works, Traffic Management Plan, and other required technical documents. 10. Prepare the corresponding Quantity Take-Off, supporting quantity computations, cost basis and supporting documents, and detailed cost estimate through the Program of Works and Detailed Unit Price Analysis using applicable DPWH-prescribed formats. 11. Submit complete reports, drawings, computations, technical documents, cost documents, and electronic files suitable for DPWH review, decision-making, budgeting, procurement planning, and implementation of the required bridge intervention. 12. Provide project-specific coordination and technical support to DPWH Region X through meetings, technical discussions, design reviews, and presentation of the assessment methodology, inspection findings, testing results, recommended intervention, and final design outputs. |
