25CSL008 : Consulting Services for the Geohazard Assessment, Geological and Geotechnical Investigation for the Construction of Concrete Bridge - Matiao - Magsaysay Coastal Road, Barangay Matiao Section, Mati City, Davao Oriental

The Department of Public Works and Highways (DPWH) Regional Office XI, Davao City, through the FY 2025 PDE Funds, intends to apply the sum indicated as the Approved Budget for the Contract (ABC) to payments under the contract for the project:

Scope of Works : Drilling of 15 boreholes at 45.00 meters depth per hole @ proposed sites; Testing of samples extracted; Preparation of geotechnical investigation report; Preparation of geohazard assessment and geological investigation report                        

Approved Budget for the Contract (ABC) : Php 8,585,000.00

Contract Duration : 100 Cal. Days

Bids received in excess of the ABC shall be automatically rejected at bid opening of the financial proposals

1. The Department of Public Works and Highways Regional Office XI, Davao City now calls for the submission of eligibility and short-listing documents using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. Interested consultants must duly submit their eligibility and short-listing documents to the Bids and Awards Committee (BAC) Secretariat, to wit:

Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

Bids will be opened in the presence of the Bidders’ representatives who choose to attend, either physically or via video conferencing through the YouTube page: https://www.youtube.com/@DPWH.RO.11, and Zoom (Meeting ID: 891 411 3000, Password: dpwhxi).

Bid Proposals may be submitted through an authorized representative together with a Company ID or Any Government Issued ID and the original Authorization Letter (i.e. Special Power of Attorney for Sole Proprietorship; or Board/Partnership/Joint Venture Resolution with Secretary’s Certificate for Corporation/Partnership/Joint Venture/Cooperative) with attached confirmation from the Owner/AMO of the firm.

2. Interested bidders may obtain further information from the Department of Public Works and Highways Regional Office XI, Davao City, and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m., Monday to Friday.

3. A complete set of Bidding Documents may be acquired by interested bidders on 8:00 a.m. to 5:00 p.m., Monday to Friday. from the address below and upon payment of the applicable fee of Php 10,000.00 for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

4. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be entitled to submit. The criteria and rating system for short-listing are:

Experience of the Firm – 60 pts.

Availability of Required Personnel of the Firm – 10 pts.

Current Workload Relative to Capacity – 30 pts.

5. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

6. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

7. The Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.             

8. The contract shall be completed within the duration shown above.

9. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

10. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

11. The corporation is prohibited from participating in these projects.

12. The Department of Public Works and Highways Regional Office XI, Davao City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
