The Department of Public Works and Highways, through its Zamboanga del Sur 2nd District Engineering Office, seeks qualified contractors to construct a three‑storey district hospital for the San Miguel district of Zamboanga del Sur, as part of the Department of Health Health Facilities Enhancement Program. The selected firm will be responsible for delivering a fully functional health facility that meets the needs of the local government unit and the surrounding community. The project is budgeted at ₱29,850,000.00, and the contract will stipulate a 265‑calendar‑day completion period, demanding timely project execution and effective project management.

Eligible bidders must demonstrate experience on comparable construction projects and comply with the New Government Procurement Act, including the requirement that at least sixty percent of the firm’s ownership be Filipino. The procurement will be conducted through a competitive, pass‑fail bidding process, and only bids received before the deadline will be considered. All submissions must include the required bid security and meet the documentation requirements stipulated by the engineering office.

The construction work must comply with Philippine national building code standards and the specific design guidelines for health facilities.

Invitation to Bid for 25JG0074 - DOH Health Facilities Enhancement Program (HFEP) - LGU Hospitals, San Miguel District Hospital, Zamboanga del Sur

1) The Zamboanga del Sur 2nd District Engineering Office, through the SR2025-08-021016 intends to apply the sum of ₱29,850,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for DOH Health Facilities Enhancement Program (HFEP) - LGU Hospitals, San Miguel District Hospital, Zamboanga del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Zamboanga del Sur 2nd District Engineering Office now invites bids for Construction of 3 Storey District Hospital. Completion of the Works is required 265 CD. Bidders should have completed, within the period from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from Zamboanga del Sur 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on April 30, 2026 the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱25,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Zamboanga del Sur 2nd District Engineering Office will hold a Pre-Bid Conference on May 7, 2026 at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or through video conferencing via https://www.youtube.com/@dpwh.zds2deo, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below, on or before May 19, 2026 at 10:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on May 19, 2026 at 10:00 AM at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or via https://www.youtube.com/@dpwh.zds2deo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The Zamboanga del Sur 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
