San Manuel – Villasis Bypass Road

1) The Department of Public Works and Highways-Tarlac 1st District Engineering, through the SR2026-04-004036 dated April 16, 2026 intends to apply the sum Php 18,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26CSCJ02 - Procurement of Consulting Services for the Conduct of
Feasibility Studies/ Preliminary and Detailed Engineering/ Economic Analysis/ Technical Studies/ Traffic Impact Assessment San Manuel – Villasis Bypass Road. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2) The Department of Public Works and Highways-Tarlac 1st District Engineering now calls for the submission of short-listing documents. The proposed bypass road has an estimated length of 4.493 kilometers traversing from San Manuel to Villasis which is located in two different provinces – Tarlac and Pangasinan. The alignment also traverses Agno River where entry and exit points are located along Manila North Road (Mc Arthur Highway). This shall serve as an alternative route to a primary road – Manila North Road which will ease the mobility of traffic within the proposed project area using the Quality-Cost Based Evaluation (QCBE) procurement strategy, with emphasis on technical competence, relevant experience, and methodological approach, in accordance with Republic Act No. 12009. Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before July 07, 2026, 10:00 A.M. at Conference Room, DPWH-Tarlac 1st DEO; electronicbids_tarlac@dpwh.gov.ph. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3) Interested bidders may obtain further information from Department of Public Works and Highways-Tarlac 1st District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

4) A complete set of Bidding Documents may be acquired by interested Bidders on June 30, 2026 from the from the BAC Secretariat/Procurement Staff Office, DDPWH-Tarlac 1st District Engineering : and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5) The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5) who will be entitled to submit bids manually or through online submission. The criteria and rating system for short-listing are:

a.) Experience of the Firm (60 pts.)

b.) Availability of Required Personnel of the Firm (10 pts.)

c.) Current Workload Relative to Capacity (30 pts.).

For a Total of 100 pts.

“Shortlisting of Consultants shall be based on the criteria set forth under Department Order No. 64, series of 2025: "Criteria and Scoring System for Shortlisting and Technical Evaluation of Bids for Locally-Funded Consulting Services Projects.”

6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). The Technical and Financial Proposals shall have weights of seventy percent (70%) and thirty percent (30%), respectively. Shortlisted bidders whose technical proposal pass the minimum technical score of seventy (70%) shall be invited for the opening of financial proposal and negotiation. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders.

8) Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.

9) The contract shall be completed within 6.50 months.

10) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

12) All Bids should be accompanied by a Sworn Statement of No Relation, and Disclosure of Beneficial Ownership as required in Section 81 and 82 of the IRR of RA 12009.

13) The Department of Public Works and Highways-Tarlac 1st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
