REQUEST FOR EXPRESSION OF INTEREST (REI)

CONTRACT ID NO. 26CSD008 – CONSULTING SERVICES FOR THE CONDUCT OF FEASIBILITY STUDY AND PARCELLARY SURVEY OF THE PROPOSED MAYAPA-BUNGGO BYPASS ROAD (PHASE III), LAGUNA PROVINCE

 

  1. The Department of Public Works and Highways, Regional Office No. IV-A, through the                           FY 2026 General Appropriations Act (GAA) intends to apply the sum of
    Php 16,000,000.00 inclusive of 5% contingency being the Approved Budget for the Contract (ABC) to payments under the contract for the Contract ID No. 26CSD008 – Consulting Services for the Conduct of Feasibility Study and Parcellary Survey of the Proposed Mayapa-Buggo Bypass Road (Phase III), Laguna Province. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals.
  2. The Department of Public Works and Highways, Regional Office No. IV-A now calls for the submission of eligibility documents for the CS for the Feasibility Study and Parcellary Survey of the Proposed Mayapa-Buggo Bypass Road (Phase III), Laguna Province (see details of the CS below):

Objectives:

By the end of the consulting period, the Consultant is expected to produce a F/S on the proposed Mayapa-Bunggo Bypass Road based on the updated information with a definite implementation plan of the recommended scheme based on the alternatives/configurations considered. In accordance with DPWH Department Order No. 47 Series of 2022, this will ensure that the Feasibility Study will include at least the following:

 

  1. Economic Analysis
  2. Social Impact Assessment
  3. Environmental Impact Assessment
  4. Institutional Analysis
  5. Implementation Plan
  6. Mode of Financing
  7. Financial Analysis
  8. Market Risk Assessment

Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before September 1, 2026, 10:00 a.m. at Department of Public Works and Highways, Regional Office No. IV-A, Canlubang Interchange, Brgy. Mayapa, Calamba, Laguna. Applications for eligibility will be evaluated based on a non-discretionary "pass/fail" criterion.

 

  1. Shortlisted bidders may obtain further information from Department of Public Works and Highways, Regional Office No. IV-A, and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

 

  1. A complete set of Bidding Documents may be acquired by the shortlisted Bidders on
    September 16, 2026from the given address: Department of Public Works and Highways Regional Office IV-A, Canlubang Interchange, Brgy. Mayapa, Calamba, Laguna: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos Only (₱25,000.00).

 

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

 

  1. The BAC shall draw up the short list of eligible bidders from those who have submitted Expressions of Interest and Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “Government Procurement Reform Act,” and its 2016 Revised Implementing Rules and Regulations (IRR). The shortlist shall consist of three (3) prospective bidders; in case of one (1) or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same, who will be entitled to submit bids manually.   1. Bidding will be conducted through competitive selection using non-discretionary "pass/fail" criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality- Based Evaluation/Selection (QBE/QBS) procedure. The Consultant achieving the highest Technical Score has its Financial Proposal opened and provided that it is within the ABC or cost estimate, which is disclosed in the Bidding Documents, is invited to negotiate a contract. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

 

  1. Short-Listing Documents must be received by the Procuring Entity's BAC at the address indicated in the Request for Expression of Interest or before the date and time indicated in the SDS

 

  1. The contract shall be completed within 120 CD from the receipt of Notice to Proceed (NTP)

 

  1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

 

  1. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

 

  1. The procurement and employment of Corporation(s) as consultant(s) for this project is
    ALLOWED.

 

  1. The Department of Public Works and Highways, reserves the right to reject any and all bids; declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
