26CSHE01 - REQUEST FOR EXPRESSION OF INTEREST (REOI) - Consulting Services for the Geological & Geotechnical Investigation (Standard Penetration Test (SPT) and Electrical Resistivity Sur

The Department of Public Works and Highways – Cebu 2nd District Engineering Office is seeking consulting services to conduct a comprehensive geological and geotechnical investigation for its various projects. The work will involve field surveys and investigations that cover geohazard assessment, geological and geotechnical investigation, and the execution of Standard Penetration Tests (SPT) and Electrical Resistivity surveys. Consultants will be required to compile and submit a Design Data Collection (DDC) report, along with any special studies and other requisite documentation, that provide the necessary data for project design and risk mitigation.

The contract requires the consultant to perform all investigations within the jurisdictional area assigned by the Office, ensuring that all testing and data collection meet the specified technical standards and deliverables. All field testing and reporting must comply with the national geotechnical testing standards as mandated by the Philippine Institute of Civil Engineers.

1) The Department of Public Works and Highways - Cebu 2nd District Engineering Office, through the FY 2025 RA 12116 CONTINUING Regular 2025 CONTINUING (SR2026-04-003920, dated April 15, 2026) intends to apply the sum of Php 9,974,999.85 being the Approved Budget for the Contract (ABC) to payments under the contract for Consulting Services for the Geological & Geotechnical Investigation (Standard Penetration Test (SPT) and Electrical Resistivity Survey) and EGGAR for DPWH-Cebu 2nd District Engineering Office Various Projects. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2) The Department of Public Works and Highways - Cebu 2nd District Engineering Office now calls for the submission of short-listing documents for:

1. Project : Consulting Services for the Geological & Geotechnical Investigation (Standard Penetration Test (SPT) and Electrical Resistivity Survey) and EGGAR for DPWH-Cebu 2nd District Engineering Office Various Projects
2. Location : Area of jurisdiction
3. Objectives : To conduct Design Data Collection through field surveys and investigations which shall include, but not limited to:
• Geohazard Assessment
• Geological and Geotechnical Investigation
4. Outputs/ Deliverables : To submit the following documents/reports:
• Design Data Collection (DDC)
• Special Studies and Other Requirements
5. Mode of Procurement : Competitive Bidding

Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before June 8, 2026 at 10:00 A.M. at Conference Room, 2nd Floor, DPWH Cebu 2nd DEO, Sarmiento St, Poblacion Dalaguete, Cebu Philippines. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.




3) Interested bidders may obtain further information from DPWH - Cebu 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

4) A complete set of Bidding Documents may be acquired by interested Bidders on May 29, 2026 to June 30, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Only (Php 10,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5) The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of three (3) prospective bidders who will be entitled to submit bids manually. The criteria and rating system for short-listing are:

Experience of the Firm - 60 Points
Availability of Required Personnel of the Firm - 10 Points
Current Workload Relative to Capacity - 30 Points
Total - 100 Points

Eligible Bidders must obtain the passing score of sixty (60) points to qualify in the shortlist

6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of 80% and 20%, respectively. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8) Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.

9) The contract shall be completed within One Hundred Eighty (180) Calendar Days.

10) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.
