26DC0126 CONVERGENCE AND SPECIAL SUPPORT PROGRAM,

Sustainable Infrastructure Projects Alleviating Gaps (SIPAG), SIPAG - Access Roads and/or Bridges from the National Road/s leading to Major/ Strategic Public Buildings/ Facilities, Construction of Road with Bridge, Barangay Sta. Maria, Sto. Tomas City, Batangas to Barangay Poblacion 2, Tanauan City, Batangas, Sta.

1. The Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City, through the GAA 2026 intends to apply the sum of

₱17,288,180.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26DC0126: CONVERGENCE AND SPECIAL SUPPORT PROGRAM,

Sustainable Infrastructure Projects Alleviating Gaps (SIPAG), SIPAG - Access Roads and/or Bridges from the National Road/s leading to Major/ Strategic Public Buildings/ Facilities, Construction of Road with Bridge, Barangay Sta. Maria, Sto. Tomas City, Batangas to Barangay Poblacion 2, Tanauan City, Batangas, Sta. 0+000 - Sta.0+086 . Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City now invites bids for CW1: Construction Of Concrete Road; CW2: Construction of Concrete Bridge. Completion of the Works is required 180 CD. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Instructions to Bidders (ITB).
2. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of R.A. No. 12009, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
2. A complete set of Bidding Documents may be acquired by interested bidders on July 15, 2026 to August 27, 2026, 8:00 AM-5:00 PM from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱25,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City will hold a Pre-Bid Conference on July 24, 2026, 10:00 AM at the address specified below and/or through video conferencing via official Youtube Channel, https://www.youtube.com/@dpwh.batangas3deo, which shall be open to prospective bidders.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or online/electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before August 27, 2026, 9:00 AM. Late bids shall not be accepted.
3. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
4. Bid opening shall be on August 27, 2026, 9:00 AM at the Training Room of Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City and/or via official Youtube Channel, https://www.youtube.com/@dpwh.batangas3deo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

The Department of Public Works and Highways (DPWH) Batangas 3^rd District Engineering Office, Tanauan City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
