1) The DPWH Iloilo 6th District Engineering Office, through the REPUBLIC ACT NO. 12314 - GENERAL APPROPRIATIONS ACT FY 2026 intends to apply the sum of Php 5,197,500.00, being the Approved Budget for the Contract (ABC), to payments under the contract for 26GR0058 - CONSTRUCTION OF MULTI PURPOSE BUILDING - CONSTRUCTION OF MULTI-PURPOSE BUILDING (MARKET ADMINISTRATOR BUILDING), R.C. TABIANA ST., BARANGAY POBLACION, BADIANGAN, ILOILO (10.984027, 122.540370)). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The DPWH Iloilo 6th District Engineering Office, through its BAC, now invites bids for the hereunder Works of the above Contract:

3) Completion of the Works is required within One Hundred Thirty (130) Calendar Days. Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders (ITB).
4) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
5) Interested bidders may obtain further information from DPWH Iloilo 6th District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM every weekday, except holidays.
6) A complete set of Bidding Documents may be acquired by interested bidders on June 10, 2026 until 8:30 AM of the date of opening from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000,00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
7) The DPWH Iloilo 6th District Engineering Office will hold a Pre-Bid Conference on June 18, 2026, at 2:00 P.M. at the Bidding Room, DPWH Iloilo 6th District Engineering Office, Brgy. Malusgod, Pototan, Iloilo, and/or through video conferencing and webcasting via YouTube, which shall be open to prospective bidders.
8) Interested bidder must secure an Order of Payment on June 30, 2026 at 8:30 A.M. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below] on or before June 30, 2026 at 9:00 A.M. Late bids shall not be accepted.
9) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
10) Bid opening shall be on June 30, 2026, at 9:00 A.M. or after all the bids have been received at the Bidding Room, DPWH Iloilo 6th District Engineering Office, Brgy. Malusgod, Pototan, Iloilo, and/or webcasting via YouTube. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
11) Bid submission may be done manually or electronically. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the Bid Data Sheet Clause 19.
12) The DPWH Iloilo 6th District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
