The Department of Public Works and Highways, Det. Office for Zamboanga del Sur, is soliciting bids for the construction of a new local government multi‑purpose building in Kumalarang, Zamboanga del Sur. The project, part of the Convergence and Special Support Program under the Basic Infrastructure Program, involves the design, procurement and erection of a facility intended to house essential municipal services and provide a versatile space for community activities, in compliance with local civil works standards. The tender scope includes all civil works necessary for the completion of a fully functional public building that will serve the residents of Kumalarang and surrounding areas.

The work will comprise the installation of micro‑piles in drilled holes, each with a 0.3‑metre diameter, as a key component of the building’s foundation. Completion of the installation phase is required within sixty calendar days from the award date, and bidders must demonstrate prior experience on comparable projects. The project shall be executed in accordance with the applicable engineering specifications and the Department’s procurement guidelines, ensuring a structurally sound and durable facility. The foundation shall be reinforced with micro piles of 0.3‑m diameter installed in drilled holes.

1) The Zamboanga del Sur 2nd District Engineering Office, through the GAA FY 2026 intends to apply the sum of ₱4,950,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Convergence and Special Support Program - Basic Infrastructure Program - BIP - Multi-Purpose Buildings/ Facilities to Support Services: Construction of Multi-Purpose Building (New Local Government Building) in Kumalarang, Zamboanga del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Zamboanga del Sur 2nd District Engineering Office now invites bids for Installation of Micro Piles in Drilled Holes, 0.3m Ø (Phase 2 Construction of New Local Government Building). Completion of the Works is required 60 CD. Bidders should have completed, within the period from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from Zamboanga del Sur 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on April 30, 2026 the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱5,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Zamboanga del Sur 2nd District Engineering Office will hold a Pre-Bid Conference on May 7, 2026 at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or through video conferencing via https://www.youtube.com/@dpwh.zds2deo, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below, on or before May 19, 2026 at 10:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on May 19, 2026 at 10:00 AM at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or via https://www.youtube.com/@dpwh.zds2deo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The Zamboanga del Sur 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
