The Department of Public Works and Highways, Zamboanga del Sur 2nd District Engineering Office has announced a public bid invitation for the design and construction of a two‑storey multi‑purpose building in Barangay Piniglibano, Dumalinao, Zamboanga del Sur. The project, carried out under the Convergence and Special Support Program – Basic Infrastructure Program (BIP), is intended to supply essential community facilities and services, thereby enhancing local infrastructure and public welfare in the region. The engagement will be governed by the New Government Procurement Act with a strict pass/fail evaluation, and only Filipino‑owned entities or those holding at least sixty percent Filipino equity are eligible to participate.

The contractor will be required to deliver a fully functional multi‑purpose building within 160 calendar days, ensuring that all structural, safety, and accessibility standards are met to serve the diverse needs of the municipal population. The contract documents detail the technical specifications and construction standards, and bids that exceed the approved budget will be disqualified at the bidding stage. The construction must comply with all applicable civil works regulations as stipulated by the procurement guidelines. The contract shall be executed within 160 calendar days and the bidder must have at least 60 percent Filipino ownership.

1) The Zamboanga del Sur 2nd District Engineering Office, through the GAA FY 2026 intends to apply the sum of ₱19,800,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Convergence and Special Support Program - Basic Infrastructure Program-BIP - Multi-Purpose Buildings/ Facilities to Support Services: Construction of Multi-Purpose Building, Brgy. Piniglibano, Dumalinao, Zamboanga del Sur (7.830125, 123.358229). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Zamboanga del Sur 2nd District Engineering Office now invites bids for Construction of Multi-Purpose Building (Two (2) Storey ZDSPGC Building). Completion of the Works is required 160 CD. Bidders should have completed, within the period from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from Zamboanga del Sur 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on May 7, 2026 the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱25,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Zamboanga del Sur 2nd District Engineering Office will hold a Pre-Bid Conference on May 14, 2026 at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or through video conferencing via https://www.youtube.com/@dpwh.zds2deo, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below, on or before May 28, 2026 at 10:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on May 28, 2026 at 10:00 AM at DPWH, G/F BAC Conference Room, Poblacion, Guipos, Zamboanga del Sur and/or via https://www.youtube.com/@dpwh.zds2deo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The Zamboanga del Sur 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
