Description

1. The Department of Public Works and Highways XII, through the General Appropriations Act of 2026 , intends to apply the sum as listed below, being the Approved Budget for the Contract (ABC) to payments under the contract described hereunder. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Completion of the Works is required as listed under Contract Duration per Contract ID. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from Department of Public Works and Highways XII and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested bidders on July 10, 2026 to August 12, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Department of Public Works and Highways XII will hold a Pre-Bid Conference on July 30, 2026 at 9:00 o’clock in the morning at DPWH Regional Office XII Conference Room, Koronadal City, South Cotabato and may be accessed through videoconferencing/webcasting via Zoom (Meeting ID: 410 559 5083 and Password: 5555), which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both on or before August 12, 2026 at 10:00 A.M. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 16.

9. Bid opening shall be on August 12, 2026 at 10:30 in the morning at DPWH Regional Office XII Conference Room, Koronadal City, South Cotabato and may be accessed through videoconferencing via Zoom (Meeting ID: 410 559 5082 and Password: 5555). Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. Prospective Bidders should be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category as indicated above. The Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th 9 Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph.

Interested bidders who wish to acquire a complete set of Bidding Documents must first present a company-issued ID and, if applicable, an authorization letter allowing their representative to obtain the Bidding Documents on behalf of the company. Upon verification, the bidder shall proceed with the payment of the applicable fee.

In adherence with Section 54.1 of Revised IRR of RA 12009 which states that, “Bidders shall submit their bids through their duly authorized representative xxx xxx”, prospective bidders who wish to submit bids through their authorized personnel via Special Power of Attorney (SPA) and/or a Secretary’s Certificate during bid submission must ensure that the authorization is confirmed thru the prospective bidders’ registered email listed under its Civil Works Application profile. Only those authorizations that are confirmed thru romano.jessica@dpwh.gov.ph will be considered.

11. The Department of Public Works and Highways XII reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
