Acquisition of Garbage Compactor, Municipality of Ibaan, Batangas

The Municipality of Ibaan, Batangas seeks to purchase a single garbage compactor truck to enhance the efficiency and capacity of its municipal solid waste collection and transportation system. The acquisition will be funded through a 20 % Development Fund allocation of ₱3,000,000.00, and the selected truck must be delivered within sixty calendar days of the Notice to Proceed. The Municipal Government requires bidders to have completed a similar contract within the previous two years, and the procurement process will be conducted under a competitive bidding framework with a pass/fail criterion in accordance with the Implementing Rules and Regulations of RA 12009.

The procurable garbage compactor truck is a 12 m³ cargo body vehicle with overall dimensions of 8600 × 2550 × 3150 mm, a gross vehicle weight of 14,300 kg, and a GVW capacity exceeding 10 kN. It is powered by a 147 kW, 6‑cylinder YC61200‑46 diesel engine equipped with Euro IV compliance, DPF, and SCR emission controls, and offers a 102 km/h top speed and 38–40 % gradeability. The truck includes three‑way hydraulic steering, dual‑circuit air brakes, a 300‑liter fuel tank, integrated 24‑V electrical system with dual 12‑V batteries, and a high‑tensile steel frame. The municipality will receive the unit fully assembled, with a one‑year warranty, onsite maintenance, operator training, comprehensive insurance, and all necessary DILG and DENR permits, and will undertake full transfer and registration to the LGU. The equipment must meet Euro IV emission standards.

Invitation to Bid for the Acquisition of Garbage Compactor, Municipality of Ibaan, Batangas

1. The Municipal Government of Ibaan, Batangas, through the 20% Development Fund, intends to apply the sum of Three Million Pesos Only (₱3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Acquisition of Garbage Compactor, Municipality of Ibaan, Batangas, broken down as follows:

Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

2. The Municipal Government of Ibaan, Batangas now invites bids for the Acquisition of Garbage Compactor, Municipality of Ibaan, Batangas intended to improve the efficiency and capacity of municipal solid waste collection and transportation. Delivery of the Goods is required within sixty (60) Calendar days from the receipt of the Notice to Proceed. Bidders should have completed, within the last two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested Bidders may obtain further information from the BAC Secretariat of the Municipality of Ibaan, Batangas and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on September 24, 2026 – October 14, 2026 from the address below upon payment of the applicable fee for the Bidding Documents in the amount of Five Thousand Pesos Only (P5,000.00).

6. The Municipal Government of Ibaan, Batangas will hold a Pre-Bid Conference on October 1, 2026 at 10:00A.M. at the Office of the Bids and Awards Committee, Municipal Building, Ibaan, Batangas which shall be open to prospective Bidders


7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before October 14, 2026 at 10:00 A.M. Late bids shall not be accepted.

8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9. Bid opening shall be on October 14, 2026 at 10:00 A.M at Office of the Bids and Awards Committee, Municipal Building, Ibaan, Batangas. Bids will be opened in the presence of the Bidders' representatives who choose to attend the activity.

10. Bidding will be conducted on a per-lot basis. Bidders have the option to bid for any or both lots. The contract will be awarded to the bidder with the Lowest Calculated and Responsive Bid for each lot.

11. The Municipal Government of Ibaan, Batangas reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
