Concreting of Pathway, Sitio Proper, Barangay Rosal

The Municipality of Libacao, through the Bids and Awards Committee, is soliciting qualified construction contractors to provide concreting services for a new pathway in Sitio Proper, Barangay Rosal. The project involves the paving of a 105‑metre long, 4‑metre wide path at a depth of 0.15 metres, to enhance accessibility and infrastructure within the community. Work will be performed in the municipality of Libacao, Aklan, under a 60‑day contract that follows the regulatory framework of Republic Act 9184 and its implementing rules.

Eligible contractors must be Filipino citizens or 75% Filipino‑owned partnerships or corporations, possess the necessary Philippine Contractors Accreditation Board (PCAB) license for the size range of the work, and demonstrate a past performance record that includes a similarly sized project costing at least half of the available budget. Submissions will be evaluated on strict pass/fail criteria covering eligibility, bid completeness, and compliance with the procurement guidelines. The bidding process is open to the public, with a non‑refundable fee covering bid documentation, and bidders are required to present proof of authorized representation when submitting their proposals.

The concrete pavement shall be laid to a thickness of 0.15 meter over a 4 meter wide, 105 meter long path, with appropriate sub‑base preparation, compaction, and curing requirements to ensure structural integrity.

Source of Funds: 2026 20% Development Fund

Contract Duration: 60 Calendar days

The BAC is conducting the Public Bidding for this Contract in accordance with RA 9184 and its
Implementing Rules and Regulations (IRR).

To be eligible to bid for this Contract, a Contractor must meet the following major requirements:
(a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size
Range _____, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net
Financial Contracting Capacity (NFCC) at least equal to the ABC.

The Local Government Unit will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post qualification and award.

Bidders shall pay the BAC a non-refundable fee of Php 500.00 for the Bidding Documents, upon securing hard copies of the Documents. Bidders that downloaded the Documents from the
PhilGEPS website shall pay the fee upon submission of their bids.

Bidder shall show proof of evidence that they are the authorized representative to submit/drop bid of the Contractor they represent.

The Local Government Unit of Libacao reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract Award, without incurring any liability to the
affected bidders, in accordance with the Provisions of Section 41 of RA 9184 and its IRR.
