CONCRETING OF ROAD AT SITIO CALICOAN, BARANGAY INAWASAN

The Municipality of Pamplona, Negros Oriental, invites compliant contractors to undertake the concreting of the road at Sitio Calicoan in Barangay Inawasan. The project encompasses a full street‑reconstruction program that includes subgrade preparation (clearing, grabbing, and ditching), placement of an aggregate sub‑base and base course, and the application of a Portland cement concrete pavement layer over the prepared surface. Supporting elements such as signage installation, an occupational safety and health program, and full mobilization and demobilization costs are incorporated into the scope. Completion is mandated within forty‑five calendar days from the date of contract award.

Qualified bidders are required to demonstrate previous experience with similar civil works projects and must submit a complete bid package, including the prescribed bid security, by the stipulated deadline. The contract will be administered under the 2016 Revised Implementing Rules and Regulations of Republic Act 9184, and all works must adhere to the Philippine standards for road construction.

1. The Municipality of Pamplona, through the 20% Development Fund, CY 2026, intends to apply the sum of One Million Pesos Only (1,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the CONCRETING OF ROAD AT SITIO CALICOAN, BARANGAY INAWASAN, Pamplona Negros Oriental (insert name/no. of contract]. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Municipality of Pamplona now invites bids CONCRETING OF ROAD AT SITIO CALICOAN, BARANGAY INAWASAN, Pamplona Negros Oriental Completion of the Works is required Forty Five Calendar Days (45 CD). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. Interested bidders may obtain further information from Municipality of Pamplona inspect the Bidding Documents at the address given below from May 25, 2026.
5 A complete set of Bidding Documents may be acquired by interested bidders on May 25, 2026 from the address. Bid documents will be available only to eligible bidders upon payment of a non-refundable amount of Php 1,000.00 (fee for Bidding Documents) to the Municipal Treasurer of Pamplona, Negros Oriental.
6 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
7 The Municipality of Pamplona will hold a Pre-Bid Conference on June 2, 2026 at 10:00 in the morning at Office of the Municipal Mayor, Pamplona Gymnasium, Pamplona, Negros Oriental, which shall be open to prospective bidders.
8 Bids must be duly received by the BAC Secretariat at the address below on or before June 15, 2026 on or before 09:00 in the morning. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB (Invitation To Bid) Clause 18.
Bid opening shall be on June 15, 2026, 09:30 in the morning at the Office of the Municipal Mayor, Pamplona Gymnasium, Pamplona, Negros Oriental. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
9 The Municipality of Pamplona reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
