CONSTRUCTION AND/OR REHABILITATION OF WATER SUPPLY SYSTEM (DEEPWELL DRILLING) AT SITIO DULONG ILAYA, BARANGAY JANAGDONG 1, SARIAYA, QUEZON

The Municipality of Sariaya, Quezon is procuring the construction and/or rehabilitation of its water supply system through the drilling of a new deepwell at Sitio Dulong Ilaya, Barangay Janagdong 1. The scope of works involves all necessary civil engineering activities, including site preparation, drilling operations, casing installation, well construction, and any associated infrastructure required to supply water to the local community. The contractor will be responsible for delivering a fully operable deepwell that meets the municipality’s standards for potable water supply and is integrated into the existing distribution network.

Eligible bidders must be Filipino-owned or have at least 60% Filipino ownership, and must demonstrate a minimum of five years of completed experience on projects similar in nature and scale. Bids will be evaluated through a competitive, non‑discretionary “pass/fail” process in accordance with relevant procurement laws. Bid submissions must be received by the specified deadline, accompanied by the required bid security, and will be opened in the presence of bid readers. The Municipality reserves the right to reject any bid that does not meet the stipulated requirements.

The contractor selected for this project must complete the construction or rehabilitation of the deepwell within 120 calendar days of award and must exhibit proven expertise in comparable water supply and drilling projects.

1) The Municipality of Sariaya, through the Budget Approved by the Sangguniang Bayan of Sariaya intends to apply the sum of One Million, Nine Hundred Forty-Three Thousand, Six Hundred Eleven And 21/100 (₱1,943,611.21) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION AND/OR REHABILITATION OF WATER SUPPLY SYSTEM (DEEPWELL DRILLING) AT SITIO DULONG ILAYA, BARANGAY JANAGDONG 1, SARIAYA, QUEZON. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Municipality of Sariaya now invites bids for the CONSTRUCTION AND/OR REHABILITATION OF WATER SUPPLY SYSTEM (DEEPWELL DRILLING) AT SITIO DULONG ILAYA, BARANGAY JANAGDONG 1, SARIAYA, QUEZON 6. Completion of the Project is required within One Hundred Twenty (120) calendar days. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4) Interested bidders may obtain further information from LGU Sariaya and inspect the Bidding Documents at the address given below from Mondays to Fridays at 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on June 19, 2026 to June 30, 2026 from the address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand And 00/100 Pesos Only (PhP 5,000.00).

6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or on or before June 30, 2026 - 11:00 am. Late bids shall not be accepted.
7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
8) Bid opening shall be on June 30, 2026 - 1:00 pm at the BAC Office, 3rd Floor, New Municipal Hall, Brgy. Sampaloc 2, Sariaya, Quezon. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
9) The Municipality of Sariaya reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
