CONSTRUCTION OF ADDITIONAL APARTMENT TYPE CONCRETE VAULT AT ECO MEMORIAL CEMETERY, BRGY NAGCADUHA, VILLAREAL, SAMAR

The Municipality of Villareal in Samar has issued a solicitation for the construction of a new apartment‑type concrete vault within the Eco Memorial Cemetery located in Barangay Nagcaduha. This project aims to expand the cemetery’s capacity by adding durable and secure vaults for interment, and it will be carried out under the municipality’s approved budget. The construction is to be completed within ninety calendar days following the award of the contract.

Work to be performed includes site clearing and grubbing over an area of 100 square meters, the erection of scaffolding and formwork totaling 560 board‑feet, and the execution of 96 units of concrete and masonry work to establish the vault structure. Additional site preparations cover safety and health installation, a billboard for project visibility, and the necessary mobilization and demobilization of equipment and labor. All work must be undertaken by firms with at least seventy‑five percent Filipino ownership, and bids will be evaluated by a non‑discretionary pass/fail criterion pursuant to RA 9184. All masonry work shall adhere to local civil construction standards for cemetery vaults, ensuring appropriate waterproofing and structural integrity.

1. The Municipal Government of Villareal, Samar, now invites bids for the CONSTRUCTION OF ADDITIONAL APARTMENT TYPE CONCRETE VAULT AT ECO MEMORIAL CEMETERY, BRGY NAGCADUHA, VILLAREAL, SAMAR which has an approved budget for the contract (ABC) of ONE MILLION PESOS (1,000,000.00)

2. Completion of Works is required within 90 calendar days. The description of an eligible bidder is contained in the Bidding Documents.

3. Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Government Procurement Reform Act”.

4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organization with at least seventy five percent (75%) interest or outstanding capital stock belonging to Filipino citizens.

5. Interested bidders may obtain further information from the BAC Chairperson, and inspect the Bidding Documents within the period May 17 to June 23, 2026, 8:00AM to 5:00PM, Monday to Friday at the Office of the Bids and Awards Committee, LGU Villareal, Samar.


6. The Municipal Government of Villareal, Samar will hold a Pre-Bid Conference on June 10, 2026 at 2:00PM at the Municipal Hall, Villareal, Samar which shall be open to all interested parties.

7. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of TWO THOUSAND PESOS (2,000.00)

8. Bids must be delivered to the address below on or before June 25, 2026, 2026 at 8:00 a.m. at the Office of the BAC, Municipal Hall, Villareal, Samar. All bids must be accomplished by a bid security in any of the acceptable forms and in the amount stated in ITB.

9. Bids will be opened on June 25, 2026 at 9:00 a.m. at the Municipal Hall, Villareal, Samar in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be accepted.

10. The Municipal Government of Villareal, Samar reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incoming any liability to the affected bidder or bidders.
