Construction of Concrete Cistern Tank with Water Pumps and Pipe Lines

ITB No. 2026-09-37

1. The MAYOR HILARION A. RAMIRO SR. MEDICAL CENTER (MHARSMC), through the Hospital Income 2026 intends to apply the sum of Five Million Three Hundred Fifteen Thousand Four Hundred Fifty-One Pesos and Thirty Centavos                     (Php 5,315,451.30) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Construction of Concrete Cistern Tank with Water Pumps and Pipe Lines. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. Bidders should have completed, within three (3) years from the date of submission and receipts of bids, a single contract similar to the Project with a value equivalent to at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II: Instructions to Bidders.

1. The MHARSMC, now invites bids for Construction of Concrete Cistern Tank with Water Pumps and Pipe Lines. Completion of the Works is required 120 CALENDAR DAYS.
2. Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The contract shall be awarded to the bidder with the Lowest Calculated and Responsive Bid (LCRB).

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from MHARSMC and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.
2. A complete set of Bidding Documents may be acquired by interested bidders on September 16, 2026 from the address below. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
3. The MHARSMC will hold a Pre-Bid Conference on September 28, 2026, 9:00 A.M. at the Former MHARSMC Cooperative Office, 3^rd Floor, Admin. Bldg., MHARSMC, which shall be open to prospective bidders.
4. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission before 9:00 A.M. on October 19, 2026 and drop in the Bidder’s Box adjacent from the Biometrics near the MHARSMC Chapel, Maningcol, Ozamiz City. Late bids shall not be accepted.
5. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
6. Bid Opening shall be on October 19, 2026, 9:01 A.M. at the Former MHARSMC Cooperative Office, 3^rd Floor, Admin. Bldg., MHARSMC, Maningcol, Ozamiz City. Bids will be opened in the presence of bidders’ authorized representative who choose to attend the activity.

8. The MHARSMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
