The Provincial Government of Northern Samar is soliciting qualified contractors to construct a drainage canal in Barangay Dalakit, Catarman, within the project’s allocated budget of Twenty‑Nine Million Nine Hundred Ninety‑One Thousand Thirty‑Six Pesos. The undertaking involves civil works that will improve the area’s stormwater management, thereby reducing flood risks and enhancing local infrastructure. The contract will be awarded through a competitive bidding process governed by the New Government Procurement Act, with an emphasis on transparency and equal opportunity for Philippine‑based entities.

Eligibility criteria require bidders to demonstrate prior experience executing a comparable drainage or civil engineering project, ensuring they possess the technical competence to deliver the canal within the stipulated 315‑day completion schedule. Only Filipino citizens, sole proprietorships, cooperatives, or partnerships with at least sixty percent locally owned interest may submit bids, and all submissions must be accompanied by a bid security as outlined in the instruction to bidders. The procurement will be conducted via PhilGEPS, with bid openings and pre‑bid conferences held at the NIPA Conference Room; bids received after the cutoff date will be rejected.
All bids must meet the stipulated pass/fail criteria, and contractors must show evidence of a successful analogous project to qualify.

1) The Provincial Government of Northern Samar, through the SP Ordinance No. 07 series of 2026, dated April 13, 2026 amended by SP Ordinance No. 24 series of 2026, dated May 20, 2026 (Loan – Domestic) intends to apply the sum of Twenty Nine Million Nine Hundred Ninety One Thousand Thirty Six Pesos and 45/100 Only (29,991,036.45) being the Approved Budget for the Contract (ABC) to payments under the contract for NS-08-28-26-01 Construction of Drainage Canal, Brgy. Dalakit, Catarman, Northern Samar Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Provincial Government of Northern Samar now invites bids for Construction of Drainage Canal, Brgy. Dalakit, Catarman, Northern Samar. Completion of the Works is required 315 Calendar days, Bidders should have completed, within from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from BAC Office of Provincial Government of Northern Samar and inspect the Bidding Documents at the address given below from 8:00 AM-5:00 PM working days.

5) A complete set of Bidding Documents may be acquired by interested bidders on August 28 – September 22, 2026 from the address below {Insert if necessary: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php25,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Provincial Government of Northern Samar will hold a Pre-Bid Conference on September 8, 2026 9:00 AM at NIPA Conference Room 2nd Floor New Capitol Bldg. Brgy. Dalakit Catarman N. Samar for Pre-Bid Conference, if applicable] and/or through video conferencing via [insert website, application or technology to be used], which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through [specify the manner of bid submission and receipt: (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before September 22, 2026 Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on September 22, 2026 9:00 AM at NIPA Conference Room 2nd Floor New Capitol Bldg. Brgy. Dalakit Catarman N.
