Construction of Flood Control/ San Joaquin, Macrohon, Southern Leyte

The Municipality of Macrohon is soliciting bids for the construction of flood control works at San Joaquin in Southern Leyte. The project, funded through the Local Disaster Risk Reduction and Management Fund, requires the design, site preparation, and erection of flood‑control structures that will reduce inundation risk for the area. The works encompass engineering, material procurement, and site execution activities that collectively address the municipality’s identified vulnerability to flooding events.

Bidders must be able to complete the full works within fifty (50) calendar days, inclusive of the curing period and a maximum of thirty (30) days of allowance for inclement weather. Prospective contractors are required to demonstrate that they have executed a comparable flood‑control project within the preceding five years and that they possess the technical capacity to deliver the work within the stipulated period. The contract will be awarded under a public bidding process that imposes a pass‑fail qualification threshold, with all bids to be submitted no later than the prescribed deadline.

The works must comply with Philippine National Building Code and approved flood‑control design standards.

INVITATION TO BID FOR THE CONSTRUCTION OF FLOOD CONTROL/SAN JOAQUIN, MACROHON, SOUTHERN LEYTE

The Municipality of Macrohon, through the 70 % Local Disaster Risk Reduction & Management Fund (LDRRMF) CY 2026, intends to apply the sum of Seven Hundred Fifty Thousand Pesos (Php 750,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Flood Control/ San Joaquin, Macrohon, Southern Leyte. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Municipality of Macrohon now invites bids for the Construction of Flood Control/ San Joaquin, Macrohon, Southern Leyte. Completion of the Works is required Fifty (50) calendar days including curing period and bad weather conditions (30 days). Bidders should have completed. Within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the ‘’New Government Procurement Act (NGPA)’’.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least Sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

Interested bidders may obtain further information from the Municipality of Macrohon BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 am – 5:00pm.

A complete set of Bidding Documents may be purchased by interested Bidders on June 1, 2026 (Monday), from the address below and upon payment of a nonrefundable fee for Eligibility Documents in the amount of Five Hundred Pesos Only (Php 500.00) and the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos Only (Php 1,000.00).

Bids must be duly received by the BAC Secretariat at the address below on or before June 22, 2026 (Monday); 9:45 A.M. at the BAC Secretariat Office. Late bids shall not be accepted.

All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

The opening shall be on June 22, 2026 (Monday) at exactly 10:00 A.M. at the MPC Building, Municipality of Macrohon, Province of Southern Leyte. Bids will be opened in the presence of the bidder’s representative who choose to attend at the address below. Late bids shall not be accepted.

The Municipality of Macrohon reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
