CONSTRUCTION OF MULTIPURPOSE DRYING PAVEMENT AND SHED FLORA, LUNA, PUDTOL, STA. MARCELA, APAYAO

The Provincial Government of Apayao seeks to engage a PCAB‑licensed contractor for the construction of a multipurpose drying pavement and shed at Luna, Pudtol, Sta. Marcela. This civil‑works project aims to provide a durable surface for agricultural drying activities and an accompanying storage facility, thereby enhancing local infrastructure for the community’s food preservation needs. The work is part of a broader initiative to improve public facilities across Apayao and will involve the installation of a well‑graded pavement, drainage provisions, and a weather‑resistant shed structure designed for long‑term use.

Potential bidders will be required to furnish all documentation and attend a pre‑bid conference scheduled in Luna. Bids are evaluated under stringent eligibility checks and preliminary examinations, with a post‑qualification review of the lowest bid. Eligible contractors must have successfully completed projects comparable in scope and at least thirty‑five percent of the depth, width, and span of the current proposal; those who have executed projects of at least fifty percent of the proposed project value are considered eligible.

Prospective bidders should have undertaken a similar project with an amount of at least 50% of the proposed project for bidding. The BAC will use non-discretionary pass/fail criteria in the eligibility checks/screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.

A complete set of Bidding Documents may be purchased from the BAC Secretariat by interested Bidders upon payment of a nonrefundable fee for the Bidding Documents to the Provincial Treasury Office Cashier pursuant to the latest Guidelines issued by the GPPB. Bids in excess of the ABC shall be automatically rejected at the bid opening. Late bid shall not be accepted.

The Provincial Government of Apayao assumes no responsibility whatsoever to compensate or indemnify bidders for expenses in the preparation of their bids nor does it guarantee that award will be made.
