26LA0130-Construction of Road, Barangay Concepcion - Barangay Calabcab - Barangay Limbo (Sta. 0+000 - Sta. 1+600), Maco, Davao de Oro

1. The Department of Public Works and Highways Davao de Oro 1^st District Engineering Office, through the FY 2026 General Appropriations Act intends to apply the sum of Thirty-Eight Million Eight Hundred Eight Thousand (Php38,808,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for 26LA0130 - Construction of Road, Barangay Concepcion - Barangay Calabcab - Barangay Limbo (Sta. 0+000 - Sta. 1+600), Maco, Davao de Oro Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Department of Public Works and Highways, Davao de Oro 1^st District Engineering Office, through its Bids and Awards Committee (BAC), invites bidders to submit bids for the hereunder Works:

The bidder should have completed a contract similar to the Project. The description of an eligible Bidder is contained in the Bidding Documents, particularly Section II, Instruction to Bidders.

Prospective Bidders should be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB License Category and Classification as indicated on the above table.

Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5^th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working days from 7:00 AM to 4:00 PM or at the DPWH Website.      

1. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the IRR of Republic Act No. 12009, otherwise known as the "New Government Procurement Act (NGPA)”. The Lowest Calculated Responsive Bid (LCRB) shall be used as the criteria for contract award.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, partnerships, or organizations with at least sixty (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from the Department of Public Works and Highways (DPWH) Davao de Oro 1^st District Engineering Office, and inspect the Bidding Documents at the 2^nd Floor Procurement Unit, DPWH Davao de Oro 1^st District Engineering Office, Humabon Street, Purok 18, Poblacion, Nabunturan, Davao de Oro, from 7:00 A.M. to 6:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested bidders from July 13, 2026, to August 13, 2026, from the address below and upon payment of the applicable fee for the Bidding Documents (amount indicated on the above table).

It may also be downloaded free of charge from the website of the Modernized Government e-Procurement System PS-PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Department of Public Works and Highways, Davao de Oro 1^st District Engineering Office, will hold a Pre-Bid Conference on July 20, 2026, @ 10:00 A.M. in the 2^nd Floor Conference Room, DPWH Davao de Oro 1^st District Engineering Office, Humabon Street, Purok 18, Poblacion, Nabunturan, Davao de Oro and through videoconferencing/webcasting via YouTube Channel: (https://www.youtube.com/@DPWH.DDO1.DEO.), which shall be open to all prospective bidders.

1. Bids must be duly received by the Bids and Award Committee (BAC) Secretariat through manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the DPWH Electronic Bid Submission Portal, on or before 10:00 A.M of August 13, 2026. Late bids shall not be accepted.

Submission of bids through a representative shall be allowed, provided that the representative must present an Authorization Letter, Notarized Special Power of Attorney for Sole Proprietorship, Board/Partnership/Joint Venture Resolution with Secretary’s Certificate for Corporation/Partnership/Joint Venture/Cooperative as proof of authorization. The same authorization and letter of intent must be sent to baccomval11@gmail.com. Additionally, the representative must present a valid Company ID or any government-issued ID.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and on the amount stated in ITB Clause 16.

1. Bid opening shall be on August 13, 2026, immediately after the deadline of the submission of bid at the 2^nd Floor Conference Room, DPWH Davao de Oro 1^st District Engineering Office, Humabon Street, Purok 18, Poblacion, Nabunturan, Davao de Oro, and/or via videoconferencing/webcasting YouTube Channel: (https:// www.youtube.com/@DPWH.DDO1.DEO.). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. All prospective bidders shall submit a clear copy of all the documentary requirements demonstrating their financial and technical capacity in accordance with the IRR of the NGPA.

For the purpose of determining the eligibility of prospective bidders using the criteria stated in Section 52.4 of the IRR of the NGPA, the prospective bidder shall submit its valid and updated PhilGEPS Certificate of Registration (Platinum Membership) pursuant to the requirements provided in Section 20 of this IRR.

Further, the bidder shall ensure that the submitted computation of the Net Financial Contracting Capacity (NFCC) must be true, correct, and consistent with the bidder’s Audited Financial Statement (AFS). The NFCC shall take into account all on-going government and private contracts, including those recently awarded but not yet started.

All bidders are required to fully and accurately declare all on-going government and private contracts, including recently awarded but not yet started, in the prescribed statement of all on-going contracts format. Failure to declare any on-going or recently awarded contract, or submission of an incorrect or misleading NFCC Computation, shall constitute grounds for disqualification of the bidder.

The Department of Public Works and Highways, Davao de Oro 1^st District Engineering Office, reserves the right to verify and validate all information provided by the bidder.

The Department of Public Works and Highways, Davao de Oro 1^st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA 12009, without thereby incurring any liability to the affected bidder or bidders.
