Construction of Thermal Decomposition Facility Building in Cabulihan, Limasawa

The Municipality of Limasawa in Southern Leyte solicits bids for the construction of a dedicated thermal decomposition facility building located in Cabulihan. The project requires a prefabricated structure measuring 10.00 m in length and 15.00 m in width, designed to accommodate high‑temperature waste decomposition operations. Completion of the entire works must be achieved within a 100‑calendar‑day period from contract award.

Qualified bidders—Filipino citizens, sole proprietors, cooperatives, partnerships, or entities with at least 60 % Philippine ownership—are invited to submit proposals that demonstrate prior experience delivering a comparable civil‑works project within the preceding three years. The contract will be evaluated under the New Government Procurement Act using a pass/fail criterion, and bids exceeding the approved budgeted amount will be rejected outright.

All submissions must include the required bid security and be received by the specified deadline. Works must meet the stipulated dimensional requirements and be completed on schedule. All of the above construction requirements are subject to the governing procurement regulations and standards of the Local Government Unit.

Invitation to Bid for Construction of Thermal Decomposition Facility Building in Cabulihan, Limasawa

1) The Local Government Unit of Limasawa, Southern Leyte, through the General Fund- 20% Development Fund intends to apply the sum of Three Million Five Hundred Thousand Pesos (P3,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION OF THERMAL DECOMPOSITION FACILITY BUILDING IN CABULIHAN, LIMASAWA. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Local Government Unit of Limasawa now invites bids for Construction of 10.00m x 15.00m High Thermal Decomposition Facility Building. Completion of the Works is required 100 calendar days. Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from the Local Government Unit of Limasawa and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on May 27, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Local Government Unit of Limasawa will hold a Pre-Bid Conference on June 16, 2026, 11:30 AM at the 2/F Municipal Building and/or through video conferencing via zoom, if applicable, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before June 30, 2026, 10:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on June 30, 2026, 4:00 PM at 2/F Municipal Building, Cabulihan, Limasawa. and/or via zoom, if applicable. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) No further other necessary information deemed relevant by the Procuring Entity.

11) The Local Government Unit of Limasawa reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
