REQUEST FOR EXPRESSION OF INTEREST

Consulting Services for Technical Assistance in Policy Formulation on Road Safety including Capacity Building

 

  1. The Department of Public Works and Highways, through the 2025 General Appropriations Act intends to apply the sum of Php 8,632,050.00 (inclusive of local taxes and contingency allowance), being the Approved Budget for the Contract (ABC), to payments under the contract for Consulting Services for the Technical Assistance in Policy Formulation on Road Safety including Capacity Building. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

Objective

The consulting services aim to improve road safety practices within DPWH by reviewing and enhancing existing road safety standards, manuals, and policies, and integrating proven international road safety countermeasures into highway geometric design and the Detailed Engineering Design (DED) process. The study will assess measures suitable for Philippine road conditions, considering local traffic, road environments, right-of-way limitations, and institutional capabilities.

The services will develop updated guidelines, policies, and implementation frameworks aligned with DPWH standards to ensure practical application in infrastructure projects. It will also provide technical design references and validation to support the adoption of recommended safety measures.

Additionally, the project will include capacity-building activities through training and knowledge-sharing to strengthen DPWH engineers’ skills in applying improved road safety principles during planning, design, and project implementation.

Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before July 10, 2026, 8:00 AM at Room 502-A, 5th Floor, Consulting Services Division – Procurement Service, DPWH Central Office, Bonifacio Drive, Port Area, Manila 1018. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

 

 

  1. Shortlisted bidders may obtain further information from Bureau of Quality and Safety, and may inspect the Bidding Documents at the Procurement Service address given below from 7:00 AM to 4:00 PM.

 

  1. A complete set of Bidding Documents (Technical and Financial Proposal) may be acquired by interested Bidders on July 17, 2026 at Room 502-A, 5th Floor, Consulting Services Division – Procurement Service, DPWH Central Office, Bonifacio Drive, Port Area, Manila 1018 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 10,000.00.

 

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

 

  1. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of three (3) to seven (7) prospective bidders; in case of one (1) or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids manually.   1. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

 

  1. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before the date and time indicated in the SDS.

 

  1. The contract shall be completed within five (5) months from the receipt of the Notice to Proceed (NTP).

 

  1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
  2. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

 

  1. The procurement and employment of Corporation(s) as consultant(s) for this project is ALLOWED.
  2. The Department of Public Works and Highways reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
