Consulting Services for the Structural Integrity Assessment Evaluation of the Existing Mega Park Condominium, Pasay, City (REI2026-004).

The City of Pasay’s City Engineering Office is soliciting consulting services to conduct a comprehensive structural integrity assessment and evaluation of the existing Mega Park Condominium. The scope of the study includes a detailed examination of the building’s current condition, analysis of its structural performance, and recommendations for any necessary remediation or strengthening measures. The selected consultant will be required to provide all technical reports, diagrams, and supporting documentation that clearly illustrate findings and proposed interventions.

The bidding process demands that applicants demonstrate substantial expertise in structural engineering, particularly in the assessment of high‑rise reinforced concrete and steel structures. Eligible firms must hold a valid PhilGEPS Platinum membership, possess a recent ASEP certification, and have completed or managed at least five years of relevant structural projects, including works for Metro Manila municipalities. The project team is expected to employ NSW PC‑based modeling software such as ETABS, SAFE, SAP2000, or STAAD, and to assign a licensed structural engineer with a master’s degree and at least five years of design experience to lead the effort. All work shall be finished within a 30‑day period from contract award.

Consultants must provide NSCP‑based structural modeling and use recognized simulation software for assessment and design recommendations.

The City Government of Pasay - City Engineering Office, through the Supplemental Budget No. 1,
Ordinance No. 12, S2026 intends to apply the sum of One Million Eight Hundred Thousand Pesos (Php
1,800,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract
for Consulting Services for the Structural Integrity Assessment Evaluation of the Existing Mega
Park Condominium, Pasay, City (REI2026-004). Bids received in excess of the ABC shall be
automatically rejected atthe opening of the financial proposals.
The City Government of Pasay - City Engineering Office now calls for the submission of shortlisting
documents for Consulting Services for the Structural Integrity Assessment Evaluation of
the Existing Mega Park Condominium, Pasay, City. Short-listing documents of interested
consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or
before June 1, 2026 at Bids and Awards Committee Conference Room, Rm, 213 2nd Floor, Pasay
City Hall Building. Applications for eligibility will be evaluated based on a non-discretionary
“pass/fail” criterion.
Interested bidders may obtain further information from Bids and Awards Committee Conference
Room, Rm, 213 2nd Floor, Pasay City Hall Building and inspect the Bidding Documents at the
address given below from 7:00am to 4:00pm.
A complete set of Bidding Documents may be acquired by interested Bidders on June 10, 2026 from
the given address below and upon payment of the applicable fee for the Bidding Documents,
pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php
5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic
Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders
shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The BAC shall draw up the short-list of consultants from those who have submitted Expression of
Interest, including the short-listing documents, and have been determined as eligible in accordance
with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government
Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of
should not be fewer than three (3) but not more than seven (7) prospective bidders; in case of one (1)
or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or
the minimum score required in the short-listing, the BAC shall consider the same who will be entitled
to submit bids manually (by dropping the sealed bid envelopes at the drop box) at the Bids and

Bidding will be conducted through competitive selection using non-discretionary “pass/fail”
criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or
organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to
citizens of the Philippines.
The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Least-Cost
Selection procedure. The criteria and rating system for the evaluation of bids shall be provided in
the Instructions to Bidders.
Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated
in the Request for Expression of Interest or through online submission on or before the date and
time indicated in the SDS.
The contract shall be completed within 30 calendar days.
All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount
stated in ITB Clause 16.

The certification as to the current workload relative to capacity shall be made in accordance with
the Instructions to Bidders in relation to TPF 5 therein.
The City Government of Pasay - City Engineering Office reserves the right to reject any and all
bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability
to the affected bidder or bidders.
