Design and Build for the Improvement of Kawilihan Shipyard – Construction of Morion Head, Gasan, Marinduque

The Province of Marinduque is soliciting bids for a design‑and‑build contract to improve the Kawilihan Shipyard by constructing the Morion Head in Gasan, Marinduque. The project involves the planning, engineering, procurement and construction of the head structure and associated facilities that will enhance the shipyard’s capacity to service vessels and support local tourism and economic development. The contracting entity will oversee the integration of site planning, material selection and construction techniques to achieve a functional and durable docking head that meets maritime operational requirements.

Eligibility requirements emphasize experience and capacity: bidders must have completed at least fifty percent of comparable design‑and‑build works within the past ten years and possess the necessary network and resources—preferably within the region—to mobilize nationwide design and build services immediately upon award. Only Filipino citizens, sole proprietorships, cooperatives, partnerships or entities with at least sixty percent Philippine ownership are eligible. The contract will be awarded under the New Government Procurement Act, and bids must be submitted online or in person by the established deadline in accordance with the prescribed security and documentation procedures.

All design‑and‑build works must be completed within 270 calendar days, complying with the approved engineering and safety standards for maritime construction.

Invitation to Bid

Design and Build for the Improvement of Kawilihan Shipyard – Construction of Morion Head, Gasan, Marinduque

1) The Provincial Government of Marinduque, through the 20% DF – CY 2026 – Economic Development – Tourism Development Projects – Improvement of Kawilihan Shipyard – Construction of Morion Head, Gasan, Marinduque intends to apply the sum of Twenty Million Pesos (P20,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement of Kawilihan Shipyard – Construction of Morion Head, Gasan, Marinduque Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Provincial Government of Marinduque now invites bids for Improvement of Kawilihan Shipyard – Construction of Morion Head, Gasan, Marinduque. Completion of the Works is required to be completed in 270 calendar days. Bidders should have completed, at least fifty percent within 10 years and must have the network and resources in place preferably per region, to mobilize the contemplated nationwide Design and Build Services from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4) Interested bidders may obtain further information from Provincial Government of Marinduque and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM

5) A complete set of Bidding Documents may be acquired by interested bidders on July 6, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty – Five Thousand Pesos (P25,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Provincial Government of Marinduque will hold a Pre-Bid Conference on July 16, 2026, 10:00AM at the Office of the Special Priority Bids and Awards Committee and/or through Zoom Teleconferencing which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before July 28, 2026. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9) Bid opening shall be on July 28, 2026, 10:00AM at Office of the Special Priority Bids and Awards Committee and/or via Zoom VTC. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The Provincial Government of Marinduque reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
