Invitation for Bids for the Design and Build for the Rehabilitation and Improvement of Fish Processing Center in Balingasag, Misamis Oriental 

1. The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of the Philippine Fisheries and Coastal Resiliency (FishCore) Project Loan No. IBRD-94800-001, and it intends to apply part of the proceeds of this Loan to payments under the contract for PH-BFAR RO 10 - FMA9-546129-CW-RFB.

2. The Bureau of Fisheries and Aquatic Resources-FMA-9 Coordinating Unit 10 (BFAR-FCU 10) now invites bids for the Design and Build for the Rehabilitation and Improvement of Fish Processing Center in Balingasag, Misamis Oriental with Estimated Project Cost (EPC) in the amount of Thirty Million Pesos (30,000,000.00). Completion of the Works is required in 450 calendar days. Bidders should have completed, within the last five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet.

3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations. The contract shall be awarded to the Bidder that met the criteria indicated in the Bidding Documents.

4. Interested bidders may obtain further information from the Bids and Awards Committee (BAC) Secretariat Office in Macabalan, Cagayan de Oro City and inspect the Bidding Documents at the address given above from 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested bidders on September 23 to 8:30AM of October 23, 2026, at the address below and upon payment of the Bidding Documents fee of Php 5,000.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the said Bidding Documents fee not later than the submission of their bids.

1. The BFAR-FCU 10 will hold a Pre-Bid Conference on October 12, 2026 at 1:30PM at the BFAR-10 Conference Room, Macabalan, Cagayan de Oro City, and/or through video conferencing via Zoom/Google Meet, which shall be open to prospective bidders. 

2. Bids must be duly received by the BAC Secretariat through manual submission at the address indicated below on or before October 23, 2026 at 1:00PM, as determined by the official time displayed on the BFAR-10 Guardhouse clock. Late bids shall not be accepted. 

3. All Bids must be accompanied by a Bid Securing Declaration. 

4. Bid opening shall be on 1:30PM of October 23, 2026 at BFAR-10 Conference Room, Macabalan, Cagayan de Oro City and/or via Zoom/Google Meet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 

5. The BFAR-FCU 10 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
