1. Funding Source
The Candelaria Water District (CWD), through its LWUA LOANS for CY 2026, intends to apply the sum of FIVE MILLION EIGHT HUNDRED EIGHTY THOUSAND PESOS ONLY (PHP 5,880,000.00)
being the Approved Budget for the Contract (ABC) to payments under the contract for the DESIGN AND BUILD OF A 1 MLD FE-MN WATER FILTRATION SYSTEM FOR PS 7.
Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. Description of the Project
The Candelaria Water District now invites bids for the Design and Build of a One (1) MLD Fe-Mn Water Filtration System for Pumping Station 7 (PS 7). The Contractor shall undertake the complete design, supply, delivery, installation, testing, commissioning, and turnover of a complete and fully operational filtration system including all civil, mechanical, electrical, electromechanical, piping, chlorination, instrumentation, automation, filtration, and auxiliary works.
The Project includes, but is not limited to, the following major components:
• Detailed Engineering and Design
• Site Investigation and Verification
• Chemical Dosing System
• FRP Filter Media Tank with Automatic Digital Controller
• Catalytic Filtration Media and Support Gravel
• Backwash System and Water Storage Tank

The filtration system shall have a minimum treatment capacity of One (1) MLD and shall comply with the required water quality parameters for Iron (Fe) and Manganese (Mn) removal in accordance with applicable Philippine standards and regulations.
Completion of the Works is required within Seventy (70) Calendar Days from receipt of the Notice to Proceed.
Bidders should have completed, within the period specified in the Bidding Documents, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in the Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using MEARB Evaluation framework criterion as specified under Republic Act No. 12009 and its Implementing Rules and Regulations (IRR).
Interested bidders may obtain further information from the Candelaria Water District BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 A.M. to 5:00 P.M.
A complete set of Bidding Documents may be acquired by interested bidders starting on June 01, 2026 from the address below upon payment of the applicable fee for the Bidding Documents pursuant to the latest Guidelines issued by the GPPB in the amount of Six Thousand Pesos (₱ 6,000.00).
The Candelaria Water District will hold a Pre-Bid Conference on July 14, 2026 via Zoom Meeting which shall be open to prospective bidders.
Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before July 27, 2026 at Candelaria Water District’s Office. Late bids shall not be accepted.
All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the Instructions to Bidders.

• Automatic backwash operation;
• Catalytic filtration media compatible with chlorination;
