DESIGN AND BUILD OF A 1 MLD Fe-Mn WATER FILTRATION SYSTEM FOR PS 7

The Candelaria Water District is soliciting bids for a Design‑and‑Build contract to deliver a complete one‑million‑liter‑per‑day iron‑manganese treatment plant at Pumping Station 7. The project requires that the contractor develop and execute all phases of the effort—from detailed engineering and hydraulic analysis, through site investigation and procurement of materials, to installation of the full mechanical, electrical, and civil infrastructure, concluding with rigorous testing, commissioning, and hand‑over of a fully operational filtration system. The scope also includes the provision of a chemical dosing system, FRP filter media tanks equipped with automatic digital controls, catalytic filtration media and support gravel, an integrated back‑wash and water storage system, a chlorination facility, complete electro‑mechanical integration, and all ancillary works, alongside comprehensive operations and maintenance training and a twelve‑month warranty covering repairs and technical support.

The contractor will supply and install FRP filter media tanks with digital controllers, catalytic media compatible with chlorination, a back‑wash apparatus with automated operation, and a chlorination system, as well as construct the necessary civil, structural, mechanical, and electrical works, and procure all equipment and piping required for the plant. Design documentation must include hydraulic calculations, structural analysis, process designs, shop drawings, and all technical submittals, with final as‑built plans, operation manuals, and maintenance schedules submitted upon completion. Upon hand‑over, the contractor will conduct a full performance evaluation, supply and implement a warranty program, and ensure that the system meets the Philippine National Standards for Drinking Water, the National Plumbing, Structural, and Electrical Codes, and all applicable sanitation regulations.

The filtration system must achieve a minimum treatment capacity of one million liters per day, remove iron to less than 1.0 mg/L and manganese to less than 0.40 mg/L, use automated back‑wash, catalytic media suitable for chlorination, and provide a five‑year media service life.

1. Funding Source
The Candelaria Water District (CWD), through its LWUA LOANS for CY 2026, intends to apply the sum of FIVE MILLION EIGHT HUNDRED EIGHTY THOUSAND PESOS ONLY (PHP 5,880,000.00)
being the Approved Budget for the Contract (ABC) to payments under the contract for the DESIGN AND BUILD OF A 1 MLD FE-MN WATER FILTRATION SYSTEM FOR PS 7.
Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. Description of the Project
The Candelaria Water District now invites bids for the Design and Build of a One (1) MLD Fe-Mn Water Filtration System for Pumping Station 7 (PS 7). The Contractor shall undertake the complete design, supply, delivery, installation, testing, commissioning, and turnover of a complete and fully operational filtration system including all civil, mechanical, electrical, electromechanical, piping, chlorination, instrumentation, automation, filtration, and auxiliary works.
The Project includes, but is not limited to, the following major components:
• Detailed Engineering and Design
• Site Investigation and Verification
• Chemical Dosing System
• FRP Filter Media Tank with Automatic Digital Controller
• Catalytic Filtration Media and Support Gravel
• Backwash System and Water Storage Tank
• Chlorination System
• Electro-Mechanical Works
• Civil Works and Structural Supports
• Testing, Commissioning, and Performance Testing
• Operations and Maintenance Training
• Warranty and Technical Support
The filtration system shall have a minimum treatment capacity of One (1) MLD and shall comply with the required water quality parameters for Iron (Fe) and Manganese (Mn) removal in accordance with applicable Philippine standards and regulations.
Completion of the Works is required within Seventy (70) Calendar Days from receipt of the Notice to Proceed.
Bidders should have completed, within the period specified in the Bidding Documents, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in the Instructions to Bidders.


Bidding will be conducted through open competitive bidding procedures using MEARB Evaluation framework criterion as specified under Republic Act No. 12009 and its Implementing Rules and Regulations (IRR).
Interested bidders may obtain further information from the Candelaria Water District BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 A.M. to 5:00 P.M.
A complete set of Bidding Documents may be acquired by interested bidders starting on June 01, 2026 from the address below upon payment of the applicable fee for the Bidding Documents pursuant to the latest Guidelines issued by the GPPB in the amount of Six Thousand Pesos (₱ 6,000.00).
The Candelaria Water District will hold a Pre-Bid Conference on July 14, 2026 via Zoom Meeting which shall be open to prospective bidders.
Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before July 27, 2026 at Candelaria Water District’s Office. Late bids shall not be accepted.
All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the Instructions to Bidders.
Bid opening shall be on August 03, 2026 at Candelaria Water District’s office at De Alday st. cor Salazar st. Brgy. Poblacion, Candelaria, Quezon. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
The Candelaria Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with applicable laws and rules, without thereby incurring any liability to the affected bidder or bidders.
Scope of Work
The Scope of Work shall include but not be limited to:
1. Detailed Engineering and Design including hydraulic computations, structural analysis, process design, shop drawings, and technical submittals;
2. Site inspection, field verification, and investigation;
3. Supply and installation of chemical dosing system;
4. Supply and installation of FRP filter media tanks with automatic digital controller;
5. Supply and installation of catalytic filtration media and support gravel;
6. Supply and installation of backwash system including pumps, valves, piping, and water storage tank;
7. Supply and installation of chlorination system;
8. Complete electro-mechanical works;
9. Construction of civil works and structural supports;
10. Testing, commissioning, and performance evaluation;
11. Submission of operation manuals, as-built plans, and warranty documents;
12. Conduct of operations and maintenance training;
13. Provision of warranty, defects rectification, and technical support.


Minimum Technical Requirements
The proposed filtration system shall comply with the following minimum requirements:
• Minimum treatment capacity of One (1) MLD;
• Product water quality:
o Iron (Fe): less than 1.0 mg/L
o Manganese (Mn): less than 0.40 mg/L
• Automatic backwash operation;
• Catalytic filtration media compatible with chlorination;
• Minimum media service life of five (5) years;
• Complete civil, mechanical, electrical, and auxiliary systems;
• Complete technical submittals including calculations, drawings, brochures, and manuals.

Warranty Requirement
The Contractor shall provide a minimum warranty period of Twelve (12) Months from final acceptance by the Procuring Entity, covering repair, replacement, correction of defects, and technical support.
