Surveillance Radar Tower – Re bid

1) The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), through the CY 2025 continuing Appropriations intends to apply the sum of Fifty-Two Million Ninety-Six Thousand Eight Hundred Nineteen Pesos & 56/100 (Php52,096,819.56) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build Scheme for the Establishment of Hinatuan, Surigao Del Sur Doppler Weather Surveillance Radar Tower -Re bid, IB 2026-47 INF-R (PR 2024-11-0779 B). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The PAGASA now invites bids for Design and Build Scheme for the Establishment of Hinatuan, Surigao Del Sur Doppler Weather Surveillance Radar Tower – Re bid. Completion of the Works is required within five hundred forty-five (545) calendar days upon receipt of the Notice to Proceed (NTP). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from PAGASA-BAC Secretariat and inspect the Bidding Documents at the address given below from 9:00 a.m. to 4:00 p.m. It may also be downloaded at the PhilGEPS and PAGASA website free of charge.
5) A complete set of Bidding Documents may be acquired by interested bidders on 09 June 2026 from the given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand pesos (Php50,000.00). Prospective Bidders are highly encouraged to pay the bid documents fee at least one (1) calendar day before the deadline for submission and opening of bids.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The PAGASA will hold a Pre-Bid Conference on 18 June 2026 at 9:00 AM at the Amihan Conference Room, 2/F PAGASA Central Office and/or through video conferencing via Zoom platform, which shall be open to prospective bidders. Prospective bidders are encouraged to send written requests for clarifications at least three (3) calendar days before the scheduled pre-bid conference, addressed to the PBAC Chairperson, in order to facilitate the preparation of responses thereto, which will be discussed during the pre-bid conference.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 21 July 2026 at 9:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on 21 July 2026 at 9:01 AM at the given address below. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

Bidders are advised to send their authorized representatives who will prepare the bid documents to ensure completeness of bids. Bidders are prohibited from recording (audio, video or picture format) the proceedings of the Pre-bid Conference.
11) The PAGASA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
