IMPROVEMENT OF CIVIC CENTER (CONVENTION CENTER)-SUPPLEMENTAL WORK

The Municipality of Madrid in Surigao del Sur is soliciting bids for the supplemental improvement of its Civic Center, also referred to as the Convention Center. The project will encompass a range of construction and renovation works aimed at enhancing the facilities and overall functionality of the civic building. The procurement is intended to supplement existing improvements and bring the venue up to the desired operational standards for community and public functions.

All prospective contractors are required to demonstrate recent experience, with a record of at least five years in the completion of comparable civic or convention center projects. The contract stipulates that the entire scope of work must be finished within 120 calendar days from the date of award, and the bidding entities must be Filipino citizens, sole proprietorships, cooperatives, partnerships, or organizations in which at least sixty percent of the ownership is held by Filipino citizens. Submissions must include the mandated bid security and comply with the procedures outlined in the New Government Procurement Act.

The project will be executed through a public bidding process, with all bids evaluated on a pass/fail basis in accordance with government regulations, and the submitted works must be completed within 120 calendar days, with bidders possessing relevant experience on a similar project within the past five years.

1)The Municipality of Madrid, Surigao del Sur, through SUPPLEMENTAL BUDGET CY 2026 intends to apply the sum of Nine Million Seven Hundred Twenty Five Thousand (₱9,725,000.00) Pesos Only being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement of Civic Center (Convention Center)-Supplemental Work. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2)The Municipality of Madrid, Surigao del Sur now invites bids for Improvement of Civic Center (Convention Center)-Supplemental Work. Completion of the Works is required by 120 calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3)Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4)Interested bidders may obtain further information from Municipality of Madrid, Surigao del Sur and inspect the Bidding Documents at the address given below from Bids and Awards Committee from 8:00am to 5:00pm, Mondays to Fridays.
5)A complete set of Bidding Documents may be acquired by interested bidders on June 26, 2026-July 29, 2026 from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of TEN THOUSAND PESOS Only (₱10,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6)The Municipality of Madrid, Surigao del Sur will hold a Pre-Bid Conference on July 15, 2026 at 2:00pm at Conference Hall, Municipal Building, Madrid, Surigao del Sur and/or through video conferencing via BAC Madrid, Surigao del Sur messenger which shall be open to prospective bidders.
7)Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before July 29, 2026 at 2:00pm. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on July 29, 2026 at 2:00pm which is the opening of bids at Conference Hall, Municipal Building, Madrid, Surigao del Sur. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) Bids must be accompanied by a Bid Security in the amount of ₱195,000.00.
11) Bid proposal shall be on tabbed with 1-original copy and 2-xerox copies duly signed by the authorized signing official. Eligibility and technical documents shall be in one (1) envelope and one (1) envelope for financial proposal. These documents shall in one (1) envelope/bid proposal.
12) The Municipality of Madrid, Surigao del Sur reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
