Improvement of Limasawa Water System at San Agustin, Limasawa (2nd Bidding)

The Municipality of Limasawa, Southern Leyte, is inviting qualified contractors to carry out an improvement of the water system located in the San Agustin barangay. The completed works must be delivered within ten calendar days following contract award, ensuring rapid restoration of service to the local community.

Eligible bidders are required to have completed a comparable project within the past three years and to be Filipino-owned or majority‑owned Philippine entities, in accordance with the New Government Procurement Act. While financial considerations are governed by the approved project budget, the tender emphasizes strict adherence to technical competence and compliance with procurement regulations. All proposals must include the full details of the inverter system and accessories, along with evidence of prior successful implementation of similar renewable‑energy installations. The inverter shall be a 12 kVA solar hybrid unit with all required accessories and conform to the applicable Philippine electrical standards.

Invitation to Bid for Improvement of Limasawa Water System at San Agustin, Limasawa (2nd Bidding)

1) The Local Government Unit of Limasawa, Southern Leyte, through the General Fund- 20% DF- Continuing intends to apply the sum of Five Hundred Thousand Pesos (P500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for IMPROVEMENT OF LIMASAWA WATER SYSTEM AT SAN AGUSTIN, LIMASAWA (2nd Bidding). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Local Government Unit of Limasawa now invites bids for Improvement of Limasawa Water System: Supply and Installation of 12kVA Solar Hybrid Inverter with Complete Accessories at Limasawa Water System, San Agustin, Limasawa, Southern Leyte. Completion of the Works is required 10 calendar days. Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from the Local Government Unit of Limasawa and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on May 27, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (P500.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The Local Government Unit of Limasawa will hold a Pre-Bid Conference on June 16, 2026, 10:00 AM at the 2/F Municipal Building and/or through video conferencing via zoom, if applicable, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before June 30, 2026, 10:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on June 30, 2026, 1:00 PM at 2/F Municipal Building, Cabulihan, Limasawa. and/or via zoom, if applicable. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) No further other necessary information deemed relevant by the Procuring Entity.

11) The Local Government Unit of Limasawa reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
