Infra 2026-12 - Construction of Slope Protection and Reservoir at Brgy. Udia

The Municipality of Cavinti, Laguna has issued an invitation to bid for the construction of slope protection and a reservoir in Barangay Udia. The project, classified under civil works and construction projects, requires the design, excavation, grading, and installation of slope stabilization measures and the construction of a reservoir structure capable of carrying out its intended purpose for the local community. Completion of the works is mandated within 120 calendar days from the award of the contract, and the selected contractor must demonstrate prior experience in executing comparable civil engineering projects under similar contractual terms.

The scope of work encompasses the entire lifecycle of the slope protection scheme and reservoir, from preliminary site investigation and material procurement to final testing and handover. The contractor will be expected to provide all labor, equipment, materials, and supervision necessary to meet the agreed specifications, while ensuring compliance with the Philippine Republic Act No. 9184 implementing rules and regulations, and local environmental and safety standards. All works shall be executed in accordance with Philippine Engineering Standards for slope stabilization and reservoir construction.

Invitation to Bid for
Construction of Slope Protection and Reservoir at Brgy. Udia

1. The Municipality of Cavinti, Laguna, through the 2026 Annual Budget intends to apply the sum of One Million Six Hundred Ninety-Nine Thousand Seven Hundred Seventy-Six Pesos and Thirty-Eight Centavos Only (Php 1,699,776.38) being the Approved Budget for the Contract (ABC) to payments under the contract for Infra 2026-12. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Municipality of Cavinti, Laguna now invites bids for the above Procurement Project. Completion of the Works is required 120 Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from the Office of BAC Secretariat and inspect the Bidding Documents at the address given below during office hours.

5. A complete set of Bidding Documents may be acquired by interested bidders on July 13, 2026 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (Php 5,000.00).

6. The Municipality of Cavinti, Laguna will hold a Pre-Bid Conference on July 21, 2026, 9:30 AM at 2nd Floor Lobby, Municipal Hall, J. P. Rizal St., Cavinti, Laguna, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before August 13, 2026, 9:30 AM. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Bid opening shall be on August 13, 2026, 9:30 AM at the given address below 2nd Floor Lobby, Municipal Hall, J. P. Rizal St., Cavinti, Laguna. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The Municipality of Cavinti, Laguna reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
