INSTALLATION OF SIGNAGE

The barangay of Bagong Sikat Gabaldon N.E. is soliciting bids for the installation of signage throughout its jurisdiction, with a sanctioned budget of One Hundred Ninety Thousand Five Hundred Philippine pesos (PHP 190,500.00). The procuring entity hereby offers a public bidding opportunity to contract the specified works, payable under an approved annual budget for the year 2025.

In accordance with the Republic Act 9184 and related procurement rules, eligible bidders must be Filipino citizens, sole proprietorships, partnerships, or organizations in which at least sixty percent of the ownership interests belong to Filipino nationals. Bidders are required to have completed a contract of a similar nature within the two years preceding the submission of their bids. The procedure is an open competitive bidding, with a pre‑bid conference scheduled in 2024, bid documents available for review, and a bid security as stipulated in the invitation to bid. All submitted bids must reach the barangay hall by 10:00 a.m. on January 7, 2025, and will be opened in the presence of attending representatives.

All signage installations must be completed between January 8 and January 23, 2026 in compliance with applicable RA 9184 regulations.

Description Invitation to Bid for INSTALLATION OF SIGNAGE No. 2025-001 1. The Barangay Bagong Sikat Gabaldon N.E, through the Annual Budget 2025(General Fund) Approved by the Sanggunian intends to apply the sum of One Hundred Ninety Thousand Five Hundred Pesos (Php 190,500.00) being the Approved Budget for the Contract (ABC) to payments under the contract for INSTALLATION OF SIGNAGE. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Barangay Bagong Sikat Gabaldon N.E. now invites bids for Bagong Sikat Gabaldon N.E. Completion of the Works is required from January 8 to January 23,2026. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.,and no citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens,pursuant to RA 5183 and subject to Commonwealth Act 138. 4. Interested bidders may obtain further information from Barangay Bagong Sikat Gabaldon N.E. and inspect the Bidding Documents at the address given below between 9:00AM to 4:00PM. A complete set of Bidding Documents may be purchased by interested Bidders starting from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Php 2,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later that the submission of their bids. 5. The Barangay Bagong Sikat Gabaldon N.E. will hold a Pre-Bid Conference on 2024 at 2:00pm at Barangay Hall, Barangay Bagong Sikat Gabaldon N.E, , which shall be open only to all interested parties. 6. Bids must be delivered to the address below on or before January 7 2025 at 10:00am at Barangay Hall, Barangay Bagong Sikat Gabaldon N.E ., . All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 7. The Barangay Bagong Sikat Gabaldon N.E. reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
