Installation of Solar PV Streetlight

The Barangay of Gomtago in Sarangani, Davao Occidental, has announced a tender for the installation of solar photovoltaic streetlights, a project aimed at enhancing local infrastructure and promoting sustainable energy use within the community. The scope of work requires the delivery and set‑up of a fleet of 20 solar streetlights, each to be mounted on a pole and pedestal column. The completed installation must be achieved within a 45‑day period from the contractual award date.

The procurement is classified as a civil works construction project, and the selected contractor will provide full installation services, including site preparation, mounting of poles and pedestals, electrical connections, and commissioning of each lighting unit. The package is bundled as a single lot, encompassing all equipment and labor necessary to fully operationalize the street lighting system across the designated barangay area.

Installation must include 20 solar streetlights each equipped with a pole and pedestal column, in compliance with applicable Philippine government standards.

Invitation to Bid for Installation of Solar PV Streetlights


The Barangay Gomtago, Sarangani, through the LGSF-GEF 2026 intends to apply the sum of Php 900,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Installation of Solar PV Streetlights. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Barangay Gomtago, Sarangani now invites bids for Installation of Solar PV Streetlights. Completion of the Works is required 45 Calendar Days. Bidders should have completed, within Three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Barangay Gomtago, Sarangani and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
A complete set of Bidding Documents may be acquired by interested bidders on September 29, 2026 to October 12, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 1,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Barangay Gomtago, Sarangani will hold a Pre-Bid Conference on September 29, 2026, 9:00 AM at Barangay Gomtago, Sarangani, Davao Occidental, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before October 12, 2026, 9:15 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on October 12, 2026, 9:30 AM at Barangay Hall, Barangay Gomtago, Sarangani, Davao Occidental. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) All bidders must ensure that all documents submitted are complete, authentic, and responsive to the requirements stated in the Bidding Documents. Submission of incomplete, erroneous, or falsified documents shall result in automatic disqualification. Bids shall remain valid for ONE HUNDRED TWENTY (120) days from the deadline of submission. Only bidders with similar experience will be evaluated. Prospective bidders shall present their ORIGINAL OFFICIAL RECEIPT OF PAYMENT for Bid Documents (project specific) to the BAC Secretariat of this Office before the deadline. Those representatives are required to submit Special Power of Attorney or Secretary’s Certificate, whichever is applicable, and two (2) valid government issued IDs to be allowed to transact business under Corporation and Cooperative.
11) The Barangay Gomtago, Sarangani reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
