Installation of Solar PV Streetlights

The Barangay Lipol of Sarangani is soliciting qualified contractors to supply and install a lot of twenty (20) solar photovoltaic streetlights, each mounted on a pole with a pedestal column, within the municipality of Banga in Davao Occidental. The procurement requires the complete installation of the streetlights, the associated electrical and civil connections, and commissioning to full operational status within forty‑five (45) calendar days of contract award. The scope falls under civil works and construction projects, with delivery to be performed at the designated barangay site.

Eligible bidders must demonstrate recent experience by having executed a comparable solar lighting or similar public‑works contract within the preceding three (3) years, and must adhere to Philippine ownership and bidding guidelines that require at least sixty percent (60%) Filipino participation in the bidding entity. Submissions must include all requisite documentation, bid security, and proof of payment for bidding materials, while ensuring authenticity and completeness as prescribed by the procurement regulations. The contract will be governed by the current Implementing Rules and Regulations and evaluated on a pass/fail criteria under the New Government Procurement Act.

All installations shall include 20 fully functional solar PV streetlights with pole and pedestal columns meeting local electrical and civil standards.

Invitation to Bid for Installation of Solar PV Streetlights


The Barangay Lipol, Sarangani, through the LGSF-GEF 2026 intends to apply the sum of Php 900,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Installation of Solar PV Streetlights. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Barangay Lipol, Sarangani now invites bids for Installation of Solar PV Streetlights. Completion of the Works is required 45 Calendar Days. Bidders should have completed, within Three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Barangay Lipol, Sarangani and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
A complete set of Bidding Documents may be acquired by interested bidders on September 29, 2026 to October 12, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 1,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Barangay Lipol, Sarangani will hold a Pre-Bid Conference on September 29, 2026, 9:00 AM at Barangay Lipol, Sarangani, Davao Occidental, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before October 12, 2026, 9:15 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on October 12, 2026, 9:30 AM at Barangay Hall, Barangay Lipol, Sarangani, Davao Occidental. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) All bidders must ensure that all documents submitted are complete, authentic, and responsive to the requirements stated in the Bidding Documents. Submission of incomplete, erroneous, or falsified documents shall result in automatic disqualification. Bids shall remain valid for ONE HUNDRED TWENTY (120) days from the deadline of submission. Only bidders with similar experience will be evaluated. Prospective bidders shall present their ORIGINAL OFFICIAL RECEIPT OF PAYMENT for Bid Documents (project specific) to the BAC Secretariat of this Office before the deadline. Those representatives are required to submit Special Power of Attorney or Secretary’s Certificate, whichever is applicable, and two (2) valid government issued IDs to be allowed to transact business under Corporation and Cooperative.
11) The Barangay Lipol, Sarangani reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
